HomeMy WebLinkAboutResolution 95-156 06/19/1995 1 2 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 Resolution No. ss-I56 N.C.S. of the City of Petaluma, California REFLECTING COUNCIL DII2ECTION REGARDING TRAFFIC INIPROVMENTS IN THE McDOWELL BOULEVARD/ EAST WASHINGTON STREET AREA PROJECT NO. 9863 WHEREAS, a number of improvements are recommended for implementation by the City Council, staff, and the community; and, NOW, THEREFORE, BE IT RESOLVED by the City Council that: 1) Staff to discontinue considering the five Alternative Improvement Packages listed in the May 15 staff report; and, 2) Implement the following work elements: o Signal timing/phasing modifications at the intersection (Caltrans approval needed). o Interconnecting signals along East Washington Street and McDowell Boulevard North. o Driveway Access - Review the access (driveways) of homes, the shopping centers, and other business to see if congestion can be reduced by reconfiguring oreliminating driveways. o Medians -Review advantages and disadvantages of extending medians on McDowell Boulevard North and South to control left turns. o Parking -Review street parking along McDowell Boulevard North to determine whether restrictions could improve traffic flow. o Trip reduction program (Travel Demand Management [TDM]) -Review options for implementing a trip reduction program for nearby public/private facilities by: a. ma 95 =156........ ucs. 1 - Doing a more in depth study of the origin and destination survey 2 to determine if it can suggest specific trip functions, which could 3 be redirected, reduced, or eliminated. 4 5 - Review the traffic generated during the peak hour from nearby 6 businesses and public facilities to determine operating conditions 7 can be changed to reduce demand. 8 9 o Pedestrian access. -Review the need and. feasibility for a sidewalk on the 10 north side of the East Washington Street over Highway 101 (from 11 McDowell Boulevard North to Ellis Street). This would be in addition 12 to the existing sidewalk along the south side.
