4 RESOLUTION APPROVING GOALS FOR THE
5 AFFIRMATIVE ACTION PLAN FISCAL YEAR 1995/1996

9 WHEREAS, this City Council has approved the Affirmative
10 Action Plan by Resolution No. 7001 N.C.S.; and

12 WHEREAS, it is necessary to establish the annual Goals
]3 and Timetables;

IS NOW, THEREFORE, BE IT RESOLVED that this Council hereby
16 adopts the Goals for Fiscal Year 1995/1996 contained in Exhibit
17 "A", attached hereto and incorporated herein as fully set forth.

Undet the power and authority conferred upon this Council by the Charter of said City.

I. General Plan Area Statistics
Ethnic Population -White 86.4%; Hispanic 8.8%; Asian 3.4%; Black 1.4%; American Indian
3%; and other .2%.
Male/Female Work Force -Male 55.74%; Female 44.26%
1. The City of Petaluma is required to track only those minorities over 2% of the
population. These figures are based on the 1990 Census Date (Labor Force Characteristics)
fot the City of Petaluma.
2. These calculations exclude the City Manager and the City Clerk, in that Council
appointed positions are exempt from EEO Rules and Regulations.

SECTION IV
ANALYSIS OF FY 94-95 GOALS
Administrative Series:
GOAL: Increase minority participation by at least one Asian female
and/or one male.
RESiJLT: Not accomplished.
ANALYSIS: There were two hires during the Fiscal Year. Both were white
female. The Administrative Series Census Data for those
residing in Sonoma County shows 7.7% of the population
workforce is Hispanic and 2.9% Asian. The City workforce
percentage is 5.4% Hispanic in this category.
Maintenance Series:
GOAL: Increase female participation in the maintenance category.
RESiJLT: Not accomplished
ANALYSIS: There was one hire in this category during the Fiscal Year. This
was a white male. The Maintenance Series Census Data for
those residing in Sonoma County shows 9% of the population
workforce is female. The City workforce percentage is 2%
female in this category.
Police Series:
GOAL: Increase Hispanic minority participation by one per category.
RESiJLT: Accomplished
ANALYSIS: Eleven officers were hired. 'Six were white males, two were
white females, and four were hispanic males. One female
officer however failed to complete probation. The Police and
Detective category for those residing in Sonoma County shows
that 7.3% of the workforce is hispanic and 18.3% female. City
workforce percentages are 8% hispanic and 2.% female.
Fire Series:
GOAL: Increase minority and female participation by at least one per
category.
RESULT: Not Accomplished.
ANALYSIS: There were six hires during the Fiscal Year. All were Anglo
Males. The Fire Fighting category for those residing in Sonoma
County shows that 3.9% of the workforce is hispanic, 0% asian
and 3.6% female. City workforce percentages show 4.5%
hispanic with no females.
Technical Series:
GOAL: Increase minority and female participation by at least one per
category
RESULT: Not accomplished.
ANALYSIS: There was no lure sduring the Fiscal Year. In the Technical
series, the census data shows.that 5.1 % of the workforce
residing in Sonoma County is hispanic and 43.8% female. City
workforce percentages show 10% hispanic, 10% asian and 30%
female.
OTHER: There were no significant activities in the other series.

GOALS FOR FY 95-96
The.following goals should be established for Fiscal Year 95-96:
GOAL: Maintenance Series Increase female participation in this series by at least one
over the current workforce.
GOAL: Police Series Increase female participation by at least two over the
current workforce.
GOAL: Fire Series Increase female participation by at least one position
over the current workforce.
