i APPROVING CONTRACT AMENDMENT 3
z AND BUDGET AMENDMENT FOR THE BROWN AND CALDWELL,
3 (HARDING LAWSON ASSOCIATES, AND JONES & STOKES)
a NEW WASTEWATER FACILITIES PROJECT AND
s LONG RANGE MANAGEMENT PROGRAM
~ WHEREAS, the City of Petaluma has contracted with Brown and Caldwell (Harding Lawson
~ Associates) (Jones & Stokes) to complete certain engineering, planning and environmental studies
x for the new wastewater facilities and long range management program; and,
~ WHEREAS, after review by the Planning Commission, it was determined that more detailed
to studies would be required; and,
it WHEREAS, the City has received proposal in the amount of $216,000. detailing the scope of the
iz additional work required; and,
is WHEREAS, an additional $21,559 will be required to have an independent firm to additional
is water quality analysis of Higgins Creek and Ellis Creek; and,
is WHEREAS, it is anticipated that up to $35,000 may be needed to fund additional work to
complete the planning and environmental review process.
» NOW THEREFORE BE IT RESOLVED by the City Council of the City of Petaluma:
is 1. That Amendment 3 to the Brown and Caldwell $138,015 (Harding Lawson Associates -
i~ $48,950.)(Jones & Stokes - $29,035.) contract is hereby approved.
zo 2. The budget for the new wastewater facilities is hereby increased by $238,459 to cover the
zi costs of the additional scope of work plus $35,000 to fund any additional work to complete the
zz planning and environmental review process.
zs 3. The City Manager is hereby authorized to execute the necessary document(s).
Under the power and authority conferred upon this Council by the Charter of said City.

This lefter is Amendment,3'to our. Agreement dafed;.Apri12Q, 1993 „to include the additional
work noted below. All'. work will be carried under the terms. and conditions of our
.Agreement. Addfional work requested by'the City of Petaluma includes:
3.. Geotechnical investigation of Higgins Creek Reservoir site and, inundation
analyses^.for three Higgins Creek`Reservoir alternatives.
2. AquifeF storage and recovery evaluation for reclaimed: water storage.
3. Attendance at additional ,Planning Commission meetings for draft
environmental impact report (DEIR)and revised DEIR and detailed response
to issues raised during Planning' Commission meetings.
4. Assistance'to City staff in preparing theo-project=report:.
5. Developing wetland alternatives and siting requirements for wetland use to
offset reservoir storage and agriculture irrigation.
6. Cost estimating (capital and operation. ;and' maintenance) 'for WWTP
alternatives and advanced treatment•options.
7. Revision of draft environmental, impact; report (DEIR) including revised
adininistrative:DEIR.and revised~DEIR production.

9. Additional project management and team-meetings resulting from the extended '
project schedule.
This work is, necessary to respond adequately ,to questions raised. before the Planning
Cotntnission, not envisioned wfien the original scope 'of work' was prepared to respond to
issues raised by public agencies and to assist the City in.preparing the project report.
•The,„current contract cost~as amended in September<-1994 is $635,875.00. We estimate that
an additional '$216,000'is~required .for out-of-scope woik already completed or in :progress
as per City dtrection and estimated effort to complete remaining work. The total authorized
' cost ceiling-is°revised.to. $851;875.
