Mayor Barrett called the meeting to order at 6:00 p.m. * ROLL CALL PRESENT:Teresa Barrett, Brian Barnacle, D'Lynda Fischer, Mike Healy, Dave King, Kevin McDonnell, and Dennis Pocekay. ABSENT: None. * PLEDGE OF ALLEGIANCE WORKSHOP 1. Budget Workshop to Review Proposed FY 21-22 Operating and Capital Budgets and Revised Long-term General Fund Operating Forecast (Garberolio) Presentation Workshop Public Comment - Eric Leland Workshop Public Comment - Janice Cader Thompson Workshop Public Comment - Jess Brown Workshop Public Comment - Richard Brawn Workshop Public Comment - Tonya Parnak Workshop Public Comment - Zen Destiny Workshop Public Comment - Duane Bellinger City Manager Peggy Flynn introduced the workshop and Finance Director Corey Garberolio presented an the budget process, COVID-19 impacts, an all funds overview, a general fund overview, a long term forecast update, and risks and opportunities. Assistant City Manager Brian Cochran provided an overview of Measure U. Councilmembers asked questions of staff and provided comments. Staff presented department budgets. Councilmembers asked questions of staff and provided comments. Staff presented the Capital Improvement Program budget. Councilmembers asked questions of staff and provided comments. Mayor Barrett opened public comment. Council unanimously agreed to continue the meeting past 11:00 p.m. Mayor Barrett provided closing remarks and Director Garberolio announced the next step would be bringing the budget back to Council at the City Council Regular Meeting of June 7, 2021 for the introduction (first reading) of ordinances. GENERAL PUBLIC COMMENT During General Public Comment, the public is invited to make comments on items of public interest that are within the City Council’s subject matter jurisdiction and that are not listed on the current agenda. Public comments are limited up to three minutes per person. Depending on the number of persons wishing to address the Council, time will be allocated in equal shares totaling no more than twenty minutes, subject to the Council’s discretion (Cal. Gov’t. Code §54954.3(a), Petaluma City Council Rules, Policies and Procedures, III). General Public Comment - Zen Destiny Mayor Barrett opened public comment.
