That is to say, if we rely on the cookie•cutter shopping centers =that are' t Caer we will have nothing special to attract talent to our community. There are two elements that I see as important to our brand. One is our friendly, vibrant small town atmosphere °that makes it a pleasant°place to live. Community events (the Butter and Eggs Day Parade, and El Dia De Los Muertos; Antique Street Fair, Farmers Markets, Art in the Park), our parks and sports leagues, Public Art Ordinance; contribute to making a friendly, vibrant, and unique community that will be attractive to people who want to relocate here. The developments that gave us the moniker of Telecom Valley provided a core of high tech business that, coupled with our community's value on sustainability, can provide the spring board for developing a concentration of Green Tech companies. Back in 1983; the entrance from South Petaluma Blvd was a °rundown truck stop and industrial area. The East side of town was largely a monotony of tract homes. While the West side of town had some character with the older buildings of downtown and'the Victorian homes in residential blocks, there were many blocks with an unattractive mish mash of Victorian homes, next to flat roofed apartment buildings. The Petaluma Blvd South entrance to town is now under redevelopment. The Marina Development, that now dominates the view coming from the South, provides an attractive view. Much of the redevelopment in downtown Petaluma was done ' in an attractive style that blended in with the materials and general form of the older buildings that remain. The cobble stone Water Street, the Balsaw Bridge, Helen Putnam Park, and the mural on the walk way up to Kentucky and Keller streets provide an appealing walkway, inviting people to explore the whole of downtown. If you come into town via Lakeville Highway, you encounter the Visitor Center and Art redevel train depot. It is important that it's members check their personal opinions, viewpoints or agendas at the door and analyze the application based on the General Plan, the CPSP, the urban growth boundaries and existing California environmental codes. Having done that, the short and long term affects of the project must be evaluated and conclusions recommended to the City Council Like many committees I have served on, be they work related, charitable or personal, the requisite challenge is to analyze all facets of the issue, examine both the vested interests of the individual requestors and the community as a whole and compromise in a way that will best meet the requirements. More specifically I have been involved in the pros and cons of Lafferty park, hiked the City of Petaluma, worked in Telecom and saw the potential of little Telecom Valley (may it rest in peace ) Petaluma needs significant foresight for the next 150 years and I am a viable participant . Now that I have served on SPARC for a year, I have not only learned the nuances of Petaluma but also became educated as to the needs both present and future, of Petaluma. I feel a proactive energy is needed to analyze projects, potential projects and future consequences in addition to the specifics of each application. Foresight and analysis are critical Each of us MUST be actively involved in constantly looking for ways to sustain Petaluma - 1) optimize what we have, 2) seek out potential businesses that would be beneficial to Petaluma, 3) design projects that enhance the attractiveness of Petaluma and 4) tell the world what a jewel Petaluma is What do you see theabes solutions both longsand short term for econo$m�c development in Petalurna2 o — . IF only the solution both long and short term could be simply summarized in a couple of paragraphs, the next 150 years would be so simple. There are key principles that must be a component of any solution: Benefit = Assessment - No matter what the project, it must be at least matched by the necessary assessment to not only fund it but also benefit as much of the community as feasible and, if possible, in perpetuity Sustainability - Perhaps this fits more in the long term solution but awareness of any and all environmental repercussions must be considered. The short term perspective of this might be the flood plain and traffic issues. Page 2 Tax Base - As real estate values are sharply lowered, little Telecom valley consolidates and the economy dabbles in recession, the tax base must be a short term - and perhaps long term consideration. Having put the components in place - each project or endeavor must be analyzed financially and aesthetically, business and local employment must be encouraged, As delineated in the General Plan the key words are - Retention, Attraction and incubation The` General Plan (Plan)' is th°e guiding document "and vision for s Crfy How v you interpret the policies" and goals articulated in the plane How flexible would you,be and wouldyou f ould eel comfortable not approving , s 'ecific land , uses``allowed in h, 6, The General Plan is both an excellent, well thought out blue print while at the same time, a fervent attempt to be an over arching solution to all issues. The policies and goals appear to incorporate the heritage of 150 year old City, the viability of its centerpiece, the river, as a key element as it was in Petaluma's inception. The Urban Growth Boundary focuses on maintaining the innate beauty of our surroundings and what sets us apart from the traditional urban sprawl. In addition the problems inherent in today's Petaluma (traffic, flooding, business, historical perspective) are addressed in a manner that sets a stage. The players on the stage are many and a key component is the Planning Commission tasked with maintaining all the piece parts as each change has it's impact Flexibility is a requirement of the Planning Commission and an attribute of mine and if the land use cannot pass the test of the community's best interest as well as the aforementioned benefit /assessment, sustainability and overall value, I would have no problem in not approving as the General Plan is a working document. My experience on SPARC also taught me the General Plan has to be interpreted with not only specifics but, once again foresight towards aesthetic, financial and creativity as Petaluma has a history and a future - both important Page Q 3 0 `J The growth m management syste has been an element ofi the development proce ss 'in Petaluma since 1972,; and an Urban Growth Boundary was , adopted in 1998;to confrol the physical growth., of Petaluma. With these two major policies in mind, and given theipressure °for ongoing durng, the next. decade or so, what two or three policies and programs would you^ promote to protect the historic "cultural, and physical aspects of Petaluma? The word policy is mindful of a rigid existing plan. Although infill is necessary to protect the natural beauty, the intrinsic beauty - such as the prolonged skirmish over 30 W ElRose must be evaluated. The definition of both Infill and Mixed Use must be delineated to allow for the big picture as assimilated by the many individual piece parts. What might be satisfactory for an individual piece of property may not be in the best interest of the community as a whole. The Planning Commission must be a watchdog for policy interpretation and the foresight to look at the immediate and long term affects of ANY project as well as examining potential future development affected by any decision. Optimization with foresight requires a big picture mentality needed now. How would ou address _ g I y current andfuturexfloodin issues for Petaluma Page 44 O1 Based on my 25 years in Petaluma, flooding is definitely a piece part of our community. As partially delineated in the General Plan and discussed at length at countless Council /Planning meetings First of all there must be specific land fill and building requirements as to the flood plain and it's surrounding. The 100 year flood issue is key but, quite frankly the average Petaluma winter and the occasional deluges must be accounted for as it's my opinion that from a destructive and monetary point of view, they probably merit more consideration. Specifically the Multiple Use Facilities which coincidentally are a big part of the General Plan can also enhance the flood plan. In addition water movement can be integrated into any development requirements to enhance the beauty and disperse the water. Low flow channels and water detention are also viable with the latter providing a potential source of ground water to alleviate the water conservation issue How .would you. address current,and future traffic congestion Petaluma.. Traffic is a key consideration to any plan. For 30 years I have commuted to San Francisco and the majority of my concerns were 101 traffic which is, shall we say, less than satisfactory. Trains, buses, ferries are all seemingly viable long haul solutions but, the reality is, even with gas at $4 myself and many, many others continue the single passenger ritual requiring subsidies for the mass transit. So, let's apply the same principles to Petaluma. If I'm traveling cross town, how likely am I to opt for the bus rather than pay the $4 gas and sit in traffic. In my case zero so the problem may be require bigger solutions. Extensive study of traffic flow not just at commute hours but all day Consideration of businesses that stagger or naturally have non traditional hours and rewarding them accordingly Not knowing enough about Petaluma busses and too old to ride a bike, I will defer to others more knowledgeable as to their viability . However every project before the Planning Commission affects traffic in some way. The Lowe's project on McDowell has far reachin Page 55 l U O� impacts on traffic flow on the entire East Side. As I travel the world and mention Petaluma, we are surprisingly well known as the (former) egg capital of the world. That is a rich heritage and as I drive to Olema or Bodega Bay, I'm well aware of it and appreciative. Wherever possible we should maintain an infill preference to the agricultural heritage. Perhaps as a more current solution we might consider environmental projects such as wetlands. Don't get me wrong, I'm forever aware of the need of a tax base but as our Government becomes more and more green and sustainable conscious, perhaps the finances could be alleviated with funding or tax breaks As far as within the Urban Growth Boundary, multiple use facilities (again addressing aesthetics and water deployment) should be an integral part as well as the historical tradition as exemplified by downtown However we must define infill as specifically as possible. Bruno on the peninsula because of Petaluma's character, and am personally interested in the direction Petaluma develops. I have limited experience 'in government and can appreciate others with experience as a business person, elected official, designer or architect, and can see how that would be useful in this position. I feel the most important thing I would bring to this is the commitment to read all materials presented before the meetings, to listen carefully during the meetings with an open mind; 'to work together as a team and make the best decision for the residents of Petaluma. Support and consult our city s economic planner Short term, support the current economic drivers of our town, the small local businesses and manufactures, services, tourism, and recreation. Long term, capitalize and market our unique character and opportunities for new business, focusing on the quality of life as a draw. In that direction, develop and support recreational opportunities in town like the river and parks. First impression is the river, the turning basin and draw bridge. Then the impressive well preserved historic downtown filled with people, small unique shops and services, restaurants, and open plazas. The city is surrounded by beautiful natural surroundings of hills and ranches.- Walking around town one can see the mix of old grain mills, warehouses, industrial sites, and in the close by neighborhoods, beautiful old homes and parks. Traffic seems congested at times, but parking is free and available near downtown. The sidewalks in the old neighborhoods are very bad'in general. The old trees along the streets add shade and beauty. Bikes are common but seem to compete with dangerous traffic. The river is used for recreation and actual industry and adds to the character of Petaluma. It's a real urban environment in a rural city. It's not manufactured to "look like" one, like many of the developments in other cities. It shows. The junior college, hospital, Kaiser, large apartment developments, and industrial and business parks make this "small city" have something for everyone. I particularly enjoy Lagunitas Brewery on McDowell. Paget R7 The General Plan is a blueprint that sets a general direction for Petaluma. It took years of input and consensus to put together. If a� project deviates from the plan it would need ,a� compelling' reason that involves the good of Petaluma to make it deserve serious consideration. That would 'assume that the amount of consideration would be in direct proportion to the degree of deviation from the plan and mission. The plan acknowledges that conditions change with time, and there is the ability to amend the plan by the city council, and there is an appeal process to the city council in place. My personal interpretation of the policies and goals of the plan would fill more than this space. I will say I have read the document and think it is fairly clear and in line with what I see in Petaluma's future. To avoid sprawl, I think the idea of infill is�,very 'important. The city should' encourage the development of the empty or under used lots within the Urban Growth Boundary. Allowing appropriate and legal inlaw units or conversions is to be encouraged to avoicl`'Jllegal construction and unsafe use. Encourage use of empty business and retail centers by making it,easier for business to use existing space even if they rebuild the whole site, than to build on bare land. Encourage by policy for new businesses to build near transportation hubs and avoid spread out parking lots, perhaps by multilevel parking structures or by providing support for local shuttles to transportation hubs for employees and customers. Businesses and development should be encouraged towards adaptive re -use of historic buildings like the Foundry wharf or the Burdell Building. Sacramento has a river park that is very well used and has paths and recreation, but no buildings and when nessasary serves as a flood plain when river levels are high.
