SUBJECT: Resolution Amending the Pay Rates for Part -time Positions
RECOMMENDATION
It is recommended the City Council adopt the attached Resolution Amending Pay Rates for Part-
time Positions, effective July 1, 2011.
BACKGROUND
At its June 6, 2011 meeting, the City Council directed staff to prepare a resolution to increase the
current Living Wage rate by the December 2009 to December 2010 Consumer Price Index of 1.5
percent. That resolution has been placed on the Council's Agenda for June 20 2011. If
approved, the adjustment will be effective July 1, 2011 and Living Wage and benchmarked
positions will be increased by 1.5 percent.
The City's part -time classifications of Building Attendant, Marina Attendant, Tiny Tots Teacher
1 and Ramp Attendant are subject to the Living Wage. These positions, and Recreation
positions benchmarked to the City living wage positions were last adjusted by 2.6 percent
effective July 1, 2010.
DISCUSSION:
The City of Petaluma will provide a 1.5 percent pay rate adjustment to those employees in
Living Wage positions effective. July 1, 2011. As well, there are positioris'benchrriarked to
Living Wage position classifications in Recreation that have been'treated in the same manner. In
order to maintain pay rate consistency among those positions that are related and or similar, but
are not,subject "to the,Living Wage ordinance, it is recommended that those part -time position
classifications also receive the 1.5 percent adjustment effective. July 1, 20.11. The affected
positions and rates of pay are listed in Attachment A.
FINANCIAL IMPACTS
Increasing the Living Wage by 1.5 percent, effective July 1, 2011, will result in a total estimated
increased cost to the City in FY 2011 -12 of $5,361. The General Fund's share of this cost is

$4,623. The estimated cost of,adjusting the hourly wage of City of Petaluma living wage
positions is $1,822, and $3,539 for those Recreation positions benchmarked to the City's living
wage positions.

RESOLUTION AMENDING THE PAY RATES
FOR PART -TIME POSITIONS
WHEREAS the December to December Consumer Price Index for San
Francisco - Oakland -San Jose (CPI -U) indicates an overall increase of 1.5 percent in Bay
Area consumer prices from the December 2009 to December, 2010; and,
WHEREAS, the City Council of the .City of Petaluma, .,pursuant to Petaluma
Municipal Code Section 8;36.060.1), adopted a 1.5 percent cost of living adjustment to
the Living Wage effective July 1 2011 based upon the most recent December 2009 to
December 2010 Consumer Price Index for San Francisco - Oakland -San Jose (CPI -U);
and,
WHEREAS, the City of Petaluma part-time positions of Building Attendant,
Marina Attendant, Ramp Attendant, and Tiny Tots Teacher. 1 are subject to the Living
Wage and will receive an increase, of 1.5 percent effective July 1, 20111; and,
WHEREAS, the City Wishes to' maintain pay rate consistency within certain part-
time positions which are related, and or ,similar to the City's, Living Wage positions, but
are not subject to the Living Wage ordinance; and,
WHEREAS, the City last adjusted the pay rates for certain part-time positions
effective July 1, 2010 by 2.6 percent; and
WHEREAS, the schedule of pay rates for the part-time positions recommended
for the pay rate adjustment °of 1.5 percent are amended and listed (as attached hereto and
marked Attachment A).
NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby
approve a 1.5 percent pay rate adjustment for the part-time positions. listed in Attachment
A; and
BE IT FURTHER RESOLVED that the 1.5 percent pay rate adjustment shall be
effective July 1, 2011.
