of the City of Petaluma, California
RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A FUNDING
AGREEMENT, PROJECT NUMBER 18EV015, WITH THE BAY AREA AIR QUALITY
MANAGEMENT DISTRICT FOR THE PURCHASE AND INSTALLATION OF ELECTRIC
VEHICLE CHARGERS AT THE KENILWORTH TEEN CENTER AND THE PETALUMA
COMMUNITY SPORTS FIELDS
WHEREAS, the City of Petaluma wishes to support plug-in hybrid electric vehicles to reduce fossil fuel
use and greenhouse gas emissions; and
WHEREAS, the City of Petaluma has selected the Kenilworth Center and East Washington Ballfields as
destination facilities within the County having adequate electrical capacity to support charging, adequate
parking to designate parking spaces for electric vehicles and desirable amenities nearby; and
WHEREAS, the Bay Area Air Quality Management District (BAAQMD) offers Transportation for Clean
Air Funds to support vehicle emission reductions; and
WHEREAS, the City of Petaluma submitted an application to the BAAQMD Charge! Grant cycle to offset
some of the procurement and installation costs of new electric vehicle chargers; and
WHEREAS, the City of Petaluma was awarded $12,000 in Charge! Funding; and
WHEREAS, the Funding Agreement specifies the financial responsibilities for the procurement and
installation of the Electric Vehicles Charger Project; and
WHEREAS, the proposed installation of new electric vehicle chargers at Kenilworth Center and East
Washington Ballfields is categorically exempt from California Environmental Quality Act (“CEQA”) review
pursuant to sections 15301 and 15303 of the CEQA Guidelines, because the project consists of a minor
alteration to an existing facility in the City of Petaluma, and all improvements will occur immediately adjacent
to the existing public right-of-way in areas previously disturbed, with negligible or no expansion of use beyond
what currently exists and there are no cumulative impacts, unusual circumstances or other factors that would
make the exemptions inapplicable.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma as follows:
1. The above recitals are hereby declared to be true and correct and are incorporated into this resolution as
findings of the City Council.
2. The proposed installation of new electric vehicle chargers at Kenilworth Center and East Washington
Ballfields is categorically exempt from California Environmental Quality Act (“CEQA”) review pursuant to
sections 15301 and 15303 of the CEQA Guidelines, because the project consists of a minor alteration to an
existing facility in the City of Petaluma, and all improvements will occur immediately adjacent to the
existing public right-of-way in areas previously disturbed, with negligible or no expansion of use beyond
what currently exists and there are no cumulative impacts, unusual circumstances or other factors that would
make the exemptions inapplicable.

3. The City Council hereby authorizes and directs the City Manager to execute the Funding Agreement
18EV015 with the Bay Area Air Quality Management District for the Electric Vehicle Charger Project and
to sign any and all other documents required to enter Funding Agreement 18EV015 on behalf of the City.
Under the power and authority conferred upon this Council by the Charter of said City.

Council of the City of Petaluma at a Regular meeting on the 22nd day of February
