RESOLUTION AUTHORIZING THE CITY OF PETALUMA TO ACCEPT A FY2019 DHS FEMA
AFG GRANT AWARD FOR THE REPLACEMENT OF SELF-CONTAINED BREATHING
APPARATUS AND TO PURCHASE SAID SCBA’S THROUGH A COLLABORATIVE
PURCHASING AGREEMENT
WHEREAS, in 2020 the Fire Department applied for a U.S. Department of Homeland Security FY 2019
Assistance to Firefighter’s Grant Award for replacement of Self-Contained Breathing Apparatus (SCBA) in the
amount of $251,931.82; and
WHEREAS, the City was awarded the grant, at the time estimated to cover up to 90% of the cost of
replacement, with a minimum 10% City required match; and
WHEREAS, the Fire Department recommends the purchase of MSA brand SCBA’s due to committee
recommendation and compatibility with neighboring Fire Departments; and
WHEREAS, the Fire Department recommends the purchase of grant funded SCBA’s through a nationwide,
government procurement service which the City of Petaluma is eligible to become a participating member of;
and
WHEREAS, all contracts available to participating members of HGACBuy have been awarded by virtue of
a public competitive procurement process compliant with state statutes; and
WHEREAS, this collaborative purchasing program meets the criteria for competitively awarded purchasing
and meets the Petaluma City Municipal Code and FEMA purchasing requirements for grant funds; and
WHEREAS, additional costs over the grant amount will be funded by the City through general fund money
already budgeted for in the amount of $58,740.03; and
WHEREAS, the proposed Project is exempt from the requirements of the California Environmental Quality
Act (CEQA) pursuant to Section 15061 (b)(3) (Common Sense Exemption) as it can be seen with certainty that
there is no possibility that accepting a grant to purchase replacement Self-Contained Breathing Apparatus in
may have a significant effect on the environment, and no special circumstances exist that the proposed Project
would create a significant adverse effect on the environment (i.e. no sensitive species or habitats, no hazardous
sites, no scenic highways, no historic resources, etc.).
NOW, THEREFORE, BE IT RESOLVED that the City Council of Petaluma hereby:
1. Declares the above recitals to be true and correct and are incorporated into this resolution as findings of the
City Council.
2. Finds the proposed Project is exempt from the requirements of the California Environmental Quality Act
(CEQA) pursuant to Section 15061 (b)(3) (Common Sense Exemption). The activity is covered by the
Common Sense Exemption as it can be seen with certainty that there is no possibility that accepting a grant
to purchase replacement Self-Contained Breathing Apparatus in may have a significant effect on the
environment. Further, no special circumstances exist that the proposed Project would create a significant

adverse effect on the environment (i.e. no sensitive species or habitats, no hazardous sites, no scenic
highways, no historic resources, etc.).
3. Authorizes the City Manager to execute all documents necessary to accept the FEMA AFG FY2019 grant
award of $251,931.82 and purchase replacement SCBA’s through a collaborative purchasing program,
HGACBuy in the total amount of $310,671.85.
Under the power and authority conferred upon this Council by the Charter of said City.
REFERENCE: I hereby certify the foregoing Resolution was introduced and adopted by the
Council of the City of Petaluma at a Regular meeting on the 19th day of April 2021,
