RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL
SERVICES AGREEMENT WITH PETALUMA PEOPLE SERVICES CENTER FOR A CAHOOTS
MODEL CRISIS RESPONSE AND INTERVENTION SERVICES PROGRAM
WHEREAS, annually the Police and Fire Departments respond to over 5,300 crisis calls for service involving
homelessness, mental illness, or substance abuse; and
WHEREAS, there are individuals and entities that are better trained, suited, and equipped to deliver more
cost effective services related to mental health, substance abuse, and shelter and housing services to individuals
in need; and
WHEREAS, the City has identified that the development of a new mobile crisis intervention response model
could lead to greatly enhanced outcomes and public safety, while simultaneously increasing public safety
resources and capacity of both the Police and Fire Departments; and
WHEREAS, the City engaged CRISIS Consulting to evaluate the need for a civilian crisis response model,
survey the local and regional resources available in our community, and determine a suitable community based
non-governmental organizations that could develop, deploy, and manage a mobile crisis response program; and
WHEREAS, CRISIS Consulting has determined and recommended that Petaluma People Services Center
(PPSC), a non-profit charitable community-based organization, is the best situated organization to implement this
new pilot program due to their already present and high level of centralized social services currently being
provided to the community.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby authorizes the
City Manager, or her designee, to execute any necessary agreements and documents to develop and implement a
mobile crisis response pilot program modeled after the CAHOOTS model with Petaluma People Services Center.
Under the power and authority conferred upon this Council by the Charter of said City.
REFERENCE: I hereby certify the foregoing Resolution was introduced and adopted by the
Council of the City of Petaluma at a Regular meeting on the 3rd day of May 2021,
