RESOLUTION APPROVING THE PURCHASE OF AN ALL ELECTRIC ZERO EMISSION
ARTICULATING BOOM LIFT FROM PAPE MATERIAL HANDLING IN THE AMOUNT OF
$47,443.82 AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS
NECESSARY TO COMPLETE THE PURCHASE
WHEREAS, the Public Works and Utilities Department has identified a requirement for one (1) Genie
Articulated Boom Lift; and
WHEREAS, the Department of Public Works and Utilities conducted a competitive bidding process for the
Articulated Boom Lift in compliance with Petaluma Municipal Code section 4.04.080 by preparing, advertising,
and soliciting bids to an Invitation to Bid (ITB) for proposals to furnish the articulated boom lift; and
WHEREAS, on June 3, 2021, the City Clerk opened the submitted bids for the articulated boom lift and
identified Pape Material Handling, Concord, CA, as submitting the lowest responsive bid, in the amount of
$47,443.82 ; and
WHEREAS, purchasing an all-electric zero emission articulating boom lift aligns with City Council’s goals
of climate sustainability; and
WHEREAS, purchasing an all-electric zero emission articulating boom lift will pay for itself and save the
City money as the City won’t have to rent the equipment monthly; and
WHEREAS, City staff complied with the purchasing requirements of the City Charter and Municipal Code;
and
WHEREAS, staff has determined that Pape Material Handling is a responsible bidder; and
WHEREAS, the City of Petaluma intends to purchase the articulated boom lift; and
WHEREAS, the Public Works and Utilities Department will utilize budgeted funds from fiscal year 20/21 to
purchase the articulated boom lift; and
WHEREAS, the proposed action is exempt from the requirements of the California Environmental Quality
Act (CEQA) in accordance with CEQA Guidelines Section 15378, as authorizing the purchase of an all-electric
articulated boom lift model with zero-emissions, to help staff perform maintenance at Ellis Creek Water Recycling
Facility does not meet CEQA's definition of a “project,” because the action does not have the potential for
resulting either a direct physical change in the environment or a reasonably foreseeable indirect physical change
in the environment.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby:
1. Declares the above recitals to be true and correct and are incorporated into this resolution as findings of the
City Council.

2. Finds that the proposed action is exempt from the requirements of the California Environmental Quality Act
(CEQA) in accordance with CEQA Guidelines Section 15378, as authorizing the purchase of an all-electric
articulated boom lift model with zero-emissions, to help staff perform maintenance at Ellis Creek Water
Recycling Facility does not meet CEQA's definition of a “project,” because the action does not have the
potential for resulting either a direct physical change in the environment or a reasonably foreseeable indirect
physical change in the environment.
3. Approves the purchase of one (1) Articulated Boom Lift in the amount of $47,443.82 from Pape Material
Handling, Concord, CA, and authorizes the City Manager, or her designee, to execute all necessary documents
to complete the purchase.
Under the power and authority conferred upon this Council by the Charter of said City.

Council of the City of Petaluma at a Regular meeting on the 21st day of June
