Page 1 Resolution No. 2021-108 N.C.S. of the City of Petaluma, California RESOLUTION AMENDING THE CLASSIFICATION AND COMPENSATION PLAN BY REVISING THE CLASSIFICATION SPECIFICATION AND PAY RANGE OF DIRECTOR OF PUBLIC WORKS AND UTILITIES WHEREAS, Petaluma Municipal Code Section 3.04.020.D authorizes the City Manager as the City’s Personnel Officer to prepare or cause to be prepared a position classification plan, including class specifications and revisions of the plan; and, WHEREAS, the Petaluma Municipal Code Section 3.40.020.E authorizes the City Manager to prepare or cause to be prepared a plan of compensation and revisions thereof, covering all classifications in the competitive service; and, WHEREAS, the City wishes to keep its Classification and Compensation Plan current, and in accordance with Petaluma Municipal Code Section 3.04.020, amendments or revisions to the Classification and Compensation Plan are effective upon approval by the City Council; and, WHEREAS, the proposed changes to the Director of Public Works and Utilities class specification, attached hereto as Exhibit A, align with the duties and responsibilities of existing workloads and City needs; and, WHEREAS, the proposed changes have been discussed with Ralph Andersen and Associates, who has prepared a comprehensive classification and compensation study for the City and who indicate that the proposed changes do not conflict with their review and findings; and, WHEREAS, the City Manager, acting as the Personnel Officer, has determined that certain duties and responsibilities are appropriately allocated to the classification of Director of Public Works and Utilities (as attached in Exhibit A); and, WHEREAS, the City Manager, acting as the Personnel Officer, recommends the pay range be competitive with local jurisdictions to attract the best candidates; and, WHEREAS, the proposed action is exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378, in that amending the classification and compensation plan by revising the classification specification and pay range of the Director of Public Works and Utilities does not meet CEQA's definition of a “project,” because the action does not have the potential for resulting either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment, and because this is a personnel-related action that constitutes organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby: 1. Declares the above recitals to be true and correct and are incorporated into this resolution as findings of the City Council. Class Characteristics General administrative direction is provided by the City Manager; responsibilities include the direct and indirect supervision of management, supervisory, professional, technical, and/or support staff. The Director must work well with the City Manager, other department directors, neighboring cities, and a variety of other local and regional entities. This class is a department director with responsibility for overall policy development, program planning, fiscal management, and general administrative and operational direction of divisions within the functional areas assigned. The incumbent is responsible for accomplishing departmental goals and objectives and for furthering City goals and objectives within general policy guidelines. Duties: Direct, manage, oversee, and integrate all Public Works and Utilities Department services and activities, including engineering, development engineering, water systems and conservation, wastewater treatment and recycling, streets, buildings, fleet, street lights, storm drain and landscape maintenance and operations, parks and facilities maintenance, capital improvement program planning and implementation, traffic, floodplain administration, and local transit, marina, and airport operations. Develop, plan, and implement department goals, objectives, policies, procedures, and priorities; oversee short and long term planning. Qualifications Knowledge of: Advanced pPrinciples and practices of public works systems and services, including municipal water and wastewater administration, operations, and engineering, airports, marinas, transit systems, refuse and recycle, property management and leases, and rate creation.. Federal, state, local, and department regulatory requirements, including applicable laws, codes, ordinances, regulations, and guidelines governing the administration of public works and water and wastewater functions and activities. Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases. Education and Experience Any combination equivalent to the education and experience likely to provide the required knowledge and abilities would be qualifying. A typical way to gain such knowledge and abilities would be: Education: A Bachelor's degree with major course work in civil engineering or a related field. A Master’s degree with major course work in a related field is desirable. Experience: Seven years of progressively responsible, professional experience in the management of public works and public utilities, including three years in a supervisory capacity managing water and wastewater functions. At the City’s sole discretion, a combination of educational and specialized professional experience sufficient to demonstrate possession of the knowledge, skills, and abilities required for the position may be substituted for the required minimums. Certifications/Licenses: Possession of a valid California Class C driver’s license. Registration as a Professional Civil Engineer. Past or current participation in American Public Works Association (APWA) is desirable, including registration for and completion of courses contained in the Public Works Institute Learning Model.
