of the City of Petaluma, California
RESOLUTION AUTHORIZING THE PURCHASE OF ONE FARO 3D TECHNOLOGIES LASER
SCANNER FOCUS S70 WITH SOFTWARE DESIGN PACKAGE INCLUDING TRAINING, IN THE
AMOUNT OF $6, AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS
NECESSARY TO COMPLETE THE PURCHASE
WHEREAS, the City has identified a need to replace one antiquated single point laser scanner to purchase
one FARO 3D Technologies Laser Scanner Focus S70; and
WHEREAS, the City appropriately released a formal bid in accordance with the city purchasing guidelines;
and
WHEREAS, the City has determined FARO 3D Technologies has the 3D laser scanner that meets the needs
of the Police department; and
WHEREAS, there is an advantage in purchasing the requested laser scanner to save on officer time and
safety in the field; and
WHEREAS, this technology will reduce the impacts of crime and collision scene processing on traffic
circulation and delays; and
WHEREAS, this technology will reduce the impacts of carbon emissions on the environment caused by
prolonged scene closures; and
WHEREAS, the Petaluma Police Department received FY20 Coronavirus Emergency Supplemental
Funding Grant administered through the U.S. Department of Justice in the sum of $47,223.00 for this purchase;
and
WHEREAS, this Petaluma Police Department complied with the purchasing requirements of the Petaluma
Charter and Petaluma Municipal Code; and
WHEREAS, the proposed action is exempt from the requirements of the California Environmental Quality
Act (CEQA) in accordance with CEQA Guidelines Section 15378, as authorizing the purchase of a FARO 3d
Laser Scanner Focus S70 does not meet CEQA's definition of a “project,” because the action does not have the
potential for resulting either a direct physical change in the environment or a reasonably foreseeable indirect
physical change in the environment, and even if the proposed action did constitute a project under CEQA, this
action is exempt under the common-sense exemption, CEQA Guidelines Section 15061(b)(3) because it can be
seen with certainty that there is no possibility that the proposed action could have a significant impact on the
environment.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby:
1. Declares the above recitals to be true and correct and are incorporated into this resolution as findings of the
City Council.

2. Finds the proposed action is exempt from the requirements of the California Environmental Quality Act
(CEQA) in accordance with CEQA Guidelines Section 15378, as authorizing the purchase of a FARO 3d
Laser Scanner Focus S70 does not meet CEQA's definition of a “project,” because the action does not have
the potential for resulting either a direct physical change in the environment or a reasonably foreseeable
indirect physical change in the environment. Alternatively, if the proposed action did constitute a project
under CEQA, this action is exempt under the common-sense exemption, CEQA Guidelines Section

3. Approves the purchase of one FARO 3D Technologies Laser Scanner Focus S70 with software design
package including training, in the Amount of $67,307.63.
4. Authorizes the Police Department to utilize grant funding for the majority of the purchase of this equipment.
5. Authorizes the City Manager, or her designee, to execute any necessary agreements and documents to
complete the purchase of the equipment.
Under the power and authority conferred upon this Council by the Charter of said City.

Council of the City of Petaluma at a Regular meeting on the 21st day of June 2021,
