Page 1 Resolution No. 2021-111 N.C.S. of the City of Petaluma, California RESOLUTION APPROVING THE AGREEMENT BETWEEN THE CITY OF PETALUMA AND THE COMMITTE ON THE SHELTERLESS AND THE DOWNTOWN STREETS TEAM FOR HOMELESS SERVICES WHEREAS, the City endeavors to take a proactive approach to addressing homelessness issues in the community; and WHEREAS, the Committee on the Shelterless is a long-time provider of homeless shelter and services within Sonoma County; and WHERAS, the Committee on the Shelterless has continued to provide 12 dedicated beds within the Mary Isaak Homeless Services Center for homeless Petaluma individuals; and WHEREAS, Downtown Streets Team is a non-profit entity that provides an innovative, award-winning program to employ homeless volunteer work crews in the community for the benefit of homeless individuals, litter removal, creek cleanup, and other community services; and WHEREAS, Petaluma would continue to support an innovative homeless service program in Sonoma County by executing an agreement with Downtown Streets Team for a second year program to provide services to Petaluma; and WHERAS, the Downtown Streets Team proposal will require a $350,000 funding commitment from the City for the street outreach and job training program, and $200,000 funding for the Pilot Mobile Shower Program; and, the Committee on the Shelterless proposal will require a $300,000 funding commitment from the City; and WHERAS, the Committee on the Shelterless proposal will require a $300,000 funding commitment to continue to provide 12 dedicated beds within the Mary Isaak Homeless Services Center for homeless Petaluma individuals, provide the Mary’s Meals Program, increase Street Outreach staffing focused on housing, health and wellness, and ensure the continued operations of the Integrity House Program; and WHERAS, the City has identified funding for both agreements from Measure U funds; and, WHEREAS, the COTS and the Downtown Streets Team programs were analyzed for environmental compliance with CEQA on January 27, 2020 ,when City Council approved a resolution authorizing execution of a professional service agreement with the Downtown Streets Team for services to implement the Homeless Services Programs. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby: 1. Declares the above recitals are hereby declared to be true and correct and are incorporated into this resolution as findings of the City Council. 2. Finds the proposed action is exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378, in that approving the contract between The Committee on the Shelterless and the Downtown Streets Team for the Homeless Services and authorizing the City Manager to execute all contracts related to the Professional Services funding Agreement does not meet CEQA's definition DocuSign Envelope ID: 6DCFEAC2-FD58-4899-9F45-7A7FDDCD8D92 Resolution No. 2021-111 N.C.S. Page 2 of a “project,” because the action does not have the potential for resulting either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment, and because the action constitutes organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment. If the action did constitute a project it would be exempt pursuant to CEQA Guidelines Section 15304 as this is a minor temporary use of land having negligible or no permanent effects on the environment. Moreover, the Committee on the Shelterless and Downtown Streets Team programs were already analyzed for environmental compliance with CEQA on January 27, 202, when City Council approved a resolution authorizing execution of a professional service agreement with Committee on the Shelterless and Downtown Streets Team for Homeless Services. 3. Approves the funding for Homeless Services for Committee on the Shelterless and the Downtown Streets Team. 4. Authorizes the City Manager to execute all documents for Homeless Services provided to the City by the Committee on the Shelterless and the Downtown Streets Team. Under the power and authority conferred upon this Council by the Charter of said City.
