Page 1 Resolution No. 2021-129 N.C.S. of the City of Petaluma, California RESOLUTION AMENDING THE CLASSIFICATION AND COMPENSATION PLAN BY ESTABLISHING THE CLASSIFICATION AND PAY RANGE OF CLIMATE ACTION MANAGER AND AUTHORIZING THE POSITION ALLOCATION OF ONE CLIMATE ACTION MANAGER WHEREAS, the City Council adopted Resolution 2019-055 N.C.S. on May 6, 2019 declaring a climate emergency; and WHEREAS, the Climate Action Commission was established by City of Petaluma Ordinance No. 2689 N.C.S. adopted August 5, 2019 and effective September 5, 2019; and WHEREAS, the City Council enacted Ordinance 2689 N.C.S. intending to elevate climate issues to the highest priority in its goal-setting process; to give precedence to climate mitigation and adaption when evaluating policies and purchases, planning projects and allocating resources, and to seek financial and regulatory aid to support those efforts; and WHEREAS, in adopting Ordinance No. 2689, the City Council voiced its support for full public participation toward zero net emissions – including input from and participation by disenfranchised communities – and recognized that Petaluma residents, community organizations, labor, business and schools are integral to leading that effort, and called for emergency action at all levels of government to restore a safer climate, safeguard against the result of climate change, and support the just transition to a sustainable economy with good-paying, high-quality jobs, and intending to do everything in the City’s power to swiftly convert to an ecologically, socially and economically sustainable economy; and WHEREAS, on January 11, 2021, the City Council approved Resolution 2021-007 N.C.S. adopting a Climate Emergency Framework which set goals in topic areas of Equity and Climate Justice, Mitigation and Sequestration, Adaptation and Climate Resilience, and Community Engagement, as well as setting a goal of carbon neutrality for Petaluma by 2030; and WHEREAS, Petaluma Municipal Code Section 3.04.020.D authorizes the City Manager as the City’s Personnel Officer to prepare or cause to be prepared a position classification plan, including class specifications and revisions of the plan; and WHEREAS, the Petaluma Municipal Code Section 3.40.020.E authorizes the City Manager to prepare or cause to be prepared a plan of compensation and revisions thereof, covering all classifications in the competitive service; and WHEREAS, the City wishes to keep its Classification and Compensation Plan current, and in accordance with Petaluma Municipal Code Section 3.04.020, amendments or revisions to the Classification and Compensation Plan are effective upon approval by the City Council; and WHEREAS, the proposed actions were presented before Council on March 8, 2021 as part of the Measure U implementation workshop on core staffing and workforce stabilization, this action is the next step in implementing the applicable recommendations; and WHEREAS, the City Manager, acting as the Personnel Officer, has determined the results of the proposed change align with the duties and responsibilities of existing workloads and City needs; and DocuSign Envelope ID: D1FAE4BA-3E6F-40D1-BD0F-5270151BCE0A Resolution No. 2021-129 N.C.S. Page 2 WHEREAS, the City Manager, acting as the Personnel Officer, has determined that certain duties and responsibilities are appropriately allocated to the classification of Climate Action Manager (as attached in Exhibit A); and WHEREAS, the proposed action is exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378, in that amending the classification and compensation plan by establishing the classification and pay range of Climate Action Manager and authorizing the position allocation of Climate Action Manager does not meet CEQA's definition of a “project,” because the action does not have the potential for resulting either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment, and because this is a personnel- related action that constitutes organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby: 1. Declares the above recitals to be true and correct and are incorporated into this resolution as findings of the City Council. 2. Finds that the proposed action is exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378, in that amending the classification and compensation plan by establishing the classification and pay range of Climate Action Manager and authorizing the position allocation of one Climate Action Manager does not meet CEQA's definition of a “project,” because the action does not have the potential for resulting either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment, and because this is a personnel-related action that constitutes organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment. Moreover, future CEQA analysis will be performed for any project resulting from this position. 3. Approves the amendment to the Classification and Compensation Plan as written in this Resolution, including an amendment in the Competitive Service of the Personnel System. 4. Establishes the classification specification (Exhibit A) and sets the pay range of Climate Action Manager to: Classification Title Pay Range Per Month Climate Action Manager $8,143.20 - $9,918.13 5. Authorizes the position allocation of one Climate Action Manager. Under the power and authority conferred upon this Council by the Charter of said City. Class Characteristics This is a professional-management level position with broad responsibility for management, coordination and oversight of City-wide sustainability and climate action initiatives and programs. The incumbent performs highly complex administrative and technical work and leads citywide and community efforts in planning, developing, managing, coordinating, and implementing sustainability efforts. This position uses independent judgment and analytical abilities, which require sound grounding in municipal and state government requirements. Responsibilities include representing the City in a variety of public forums, developing constructive community relationships with a variety of diverse interest groups, and building consensus/trust to implement policy initiatives. Strong written, verbal, interpersonal and human relations skills are essential for an incumbent assigned to this position. Duties: Plans, develops, implements, manages, and monitors the City’s Climate Emergency Framework, Climate Action and Adaptation Plan, and other related policies and projects. Serves as a liaison and leader for a variety of community organizations including groups organized for climate equity, environmental, and sustainability purposes. Serves as a public spokesperson for the City's sustainability initiatives and programs by attending conferences, giving presentations and fostering local and regional partnerships with businesses and other organizations. Meets with city departments, community groups, neighborhood, civic and business organizations, and members of the public on sustainability policies and projects. Manages and coordinates community-focused programs related to energy efficiency, renewable energy, green buildings, decarbonization, greenhouse gas emissions, climate change, water conservation, watershed protection and general sustainability. Oversees and coordinates and leads inter-departmental personnel assigned to implement the Climate Emergency Framework and Climate Action and Adaptation Plan and other related policies and projects. Researches information and drafts documents for presentation and publication such as status reports; develops and oversees contracts related to sustainability. Develops educational, informational, and marketing materials to promote sustainability initiatives to enhance the focus on conservation and life-cycle approaches to decarbonization, sustainable building construction, energy efficiency, water conservation, and the efficient use of materials and natural resources. Develops and maintains sustainability tracking systems to report progress toward sustainability and climate goals outlined in the Climate Emergency Framework and Climate Action and Adaptation Plan. Performs citywide program specific organizational, operational, financial and policy analysis; prepares narrative and statistical reports related to operations, activities, and recommendations. Prepares staff reports to City Council which analyze and summarize initiatives and legislation related to climate change. Supports and provides oversight to grant applications and funding related to sustainability projects. Perform other duties as assigned. Physical Demands and Work Environment: While performing the duties of this job, the employee is regularly required to sit, use the computer keyboard and mouse, use hands to finger, handle, or feel, reach with hands and arms, talk, or hear, stand, walk, and stoop, or crouch. Occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Work is performed both indoors and outdoors. Indoor work is performed in an air-conditioned office environment with a moderate noise level. Outdoor work involves exposure to a variety of weather conditions including exposure to traffic and noise, industrial wastes and hazardous materials, and work on slippery or uneven surfaces. This position may involve independent travel as well as some evening and weekend work. Qualifications: Knowledge of: Principles of sustainability, decarbonization, and community environmental protection strategies including conservation, source reduction, pollution prevention, energy efficiency, climate protection, greenhouse gas emissions reductions, recycling and other environmental issues in a public agency setting. Public education, outreach, and policy advocacy Principles, practices and techniques of natural resource protection, conservation planning, mitigation, and restoration projects Practices of researching environmental issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective reports. Education and Experience Any combination equivalent to education and experience is likely to provide the required knowledge and abilities would be qualifying. A typical way to gain such knowledge and abilities would be: Education: Bachelor’s degree from an accredited college or university with a major in biology, natural resource management, environmental sustainability, urban planning, or a field related to the work. Experience: Three years of increasingly responsible experience in natural resource management, community advocacy or a related field which demonstrate possession of the knowledge and abilities listed above. Certifications/Licenses: Possession of or the ability to obtain a valid California Class C driver’s license.
