Resolution No. 2021-122 N.C.S.
of the City of Petaluma, California
RESOLUTION APPROVING THE FUNDING APPROPRIATION FOR THE CITY’S
HOUSING IN-LIEU AND COMMERCIAL LINAKAGE FUNDS AND AUTHORIZING THE
CITY MANAGER TO EXECUTE ANY DOCUMENTS NECESSARY TO IMPLEMENT THE
PROJECTS AND PROGRAMS
WHEREAS, the City Council of the City of Petaluma has developed housing goals to address the broad range
of needs within the community; and
WHEREAS, the City Council of the City of Petaluma adopted the 2015-2023 Housing Element on
December 1, 2014 with Resolution No. 2014-190 N.C.S., and
WHEREAS, the City budget was adopted by City Council on June 21, 2021 which included the
appropriations for Housing In-Lieu and Commercial Linkage Fund; and
WHEREAS, request for funding for project and programs are received annually, for the purpose of providing
programs and to implement affordable housing projects and which address City Council goals; and
WHEREAS, funding the proposed programs are exempt from the requirements of the California
Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378, in that funding low
and moderate income rental or ownership of deed restricted housing over already existing units does not meet
CEQA's definition of a “project,” because the programs do not have the potential for resulting either a direct
physical change in the environment or a reasonably foreseeable indirect physical change in the environment.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Petaluma as follows:
1.The above recitals are hereby declared to be true and correct and are incorporated into this resolution as findings
of the City Council.
2.Accepting and funding the programs for low and moderate income rental or ownership of deed restricted housing
for already existing units is exempt from the requirements of the California Environmental Quality Act (CEQA)
in accordance with CEQA Guidelines Section 15378, in that the programs do not meet CEQA's definition of a
“project,” because the does not have the potential for resulting either a direct physical change in the environment
or a reasonably foreseeable indirect physical change in the environment.
3.The projects and programs funded by the Housing In-lieu and Commercial Linkage Fund, and listed in
Exhibit A to this Resolution, are adopted.
4.The City Manager is authorized to execute agreements and related documents to implement the projects and
programs.
Under the power and authority conferred upon this Council by the Charter of said City.
REFERENCE: I hereby certify the foregoing Resolution was introduced and adopted by the
Council of the City of Petaluma at a Regular meeting on the 19th day of July
