2 RESOLUTION OF THE CITY COUNCIL
3 EXPRESSING CONCERN TO TIDE SONOMA COUNTY
4 BOARD OF SUPERVISORS REGARDING
5 PROPOSED URBANIZATION OF UNINCORPORATED PROPERTIES
6 BY THE MAI~AHMO POMO NATION

8 WHEREAS, the City Council of the City of Petaluma has been made aware of the
9 proposed development of approximately 265 acres by the Makahmo Pomo Nation; and,
10
11 WHEREAS, said proposed development is located on lands directly adjacent to and south
12 of the City of Petaluma Urban Limit Line; and,
13
14 WHEREAS, the City of Petaluma wishes to express their concerns regarding this potential
15 development.

17 NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Petaluma
18 hereby sets forth the range and scope of concerns relating to said proposed development,
19 as follows:

21 1. The proposed project is located beyond the City of Petaluma's Urban Limit,
22 defined in the City of Petaluma General Plan as "A parcel-specific boundary
23 located to mark the outer edge of where urban development can occur."
24 2. The proposed project is outside the City of Petaluma's Urban Separator,
25 defined in the City of Petaluma General Plan, in part, as "The Urban
26 Separator provides an edge that buffers farmland from urban land."
27 3. The proposed project is non-conforming to the following City of Petaluma
28 General Plan Goals, Objectives, Policies and/or Programs:

A. Land Use Goal: "Maintain Petaluma as separate and distinct from
nearby communities."
B. Land Use Objective (a) "Maintain well-defined boundaries at the
edge of urban development."
C. Land Use Policy #1: "Every effort shall be made to keep the visual
separation that now exists between communities, outside the urban
limit line."
D. Land Use Policy #2: "The City shall continue to maintain the concept

of a permanent open space frame around the city.
E. Land Use Policy #5: "It is the policy of the City to discourage urban
sprawl."
F. Land Use Policy #6: "Growth shall be contained within the
boundaries of the urban limit line. The necessary infrastructure for
growth will be provided within the urban limit line."
G. Land Use Policy #8: "The City shall work with Sonoma. County to
establish mutually reinforcing goals of city-centered development to
prevent the intrusion of rural residential into agricultural lands which
separate Petaluma from nearby communities and are historically
important to Petaluma's local economy."
H. Land Use Policy #9: "The City shall strongly support regulatory
measures to maintain Petaluma's separateness from other
communities and to maintain its distance character (which includes
agricultural land use in the Petaluma Planning Referral Area)."
I. Land Use Program #(1): "Maintain atime-certain and parcel-specific
urban limit line around the city, beyond which urban development will
not take place."

J. Land Use Program #(2): "Encourage the County to continue to
promote agricultural land use and to strictly limit further residential
in-filling on lands beyond the urban limit line within the Petaluma
Planning Referral Area."
K. Open Space, Conservation and Energy (Land Speculation)
Objectives:
"(e) Discourage speculation and pressure for urbanization
on lands outside of the urban separator."
"(f) Encourage maintenance of the open space surrounding
Petaluma."
L. Open Space, Conservation, and Energy (Agriculture) Objectives:
"(g) Reduce the pressure for urbanization and conversion of
agricultural land to non-agricultural use in the Petaluma
Planning Referral Area."
"(i) Channel urban development into cities and limit rural
residential uses that encroach on agricultural lands."
M. Open Space, Conservation, and Energy (Conservation) Goal 5:
"Retain waterways and adjacent land in their natural state in the
Petaluma Planning Referral Area."
4. The potential fiscal impact of the proposed project on the City of Petaluma
public safety (Police and Fire protection) and other City services is unknown.

1 5. Impact of the proposed project on the site's location adjacent to a designated
2 "scenic roadway".

4 6. The proposed project violates the intent of Resolution 91-239 adopted
$ August 5, 1991 by the City of Petaluma referencing an adopted agreement
6 between the cities of Petaluma and Novato (Marin County) which reaffirmed
'7 the importance of cooperation and communication to "protect and maintain
g agricultural open space nature and use of the lands located adjacent to
9 Highway 101 on both sides of the Sonoma/Marin County line between the
10 cities of Petaluma and Novato".

12 NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council of the City
13 of Petaluma hereby requests that the Sonoma County Board of Supervisors join with the
14 City of Petaluma to express their concern to our elected representatives and the
15 appropriate regulatory agencies as to the development of residential, industrial and
16 commercial, including a gaming casino establishment, on the lands of Ford, comprising
7 approximately 265 acres, which lies south of the City of Petaluma beyond the City Urban
i Limit Line.
