RESOLUTION SUPPORTING ASSEMBLY BILL 1542 (EVANS)
MOBILEHOME PARK CONVERSION
WHEREAS, the Subdivision Map Act requires a subdivider, at the time of filing a
tentative or parcel map for a subdivision to be created from the conversion of a rental
mobilehome park to resident ownership, to also file a report on the impact of the conversion
upon the displaced residents of the mobilehome park to be converted, including the availability
of adequate replacement space in mobilehome parks; and,
WHEREAS, the Act exempts from these requirements a subdivision that is created from
the conversion of a rental mobilehome park to resident ownership; and,
WHEREAS, AB 1542 would delete this exemption and would make conforming
changes and,
WHEREAS, the Act requires the legislative body, or an advisory agency that is
authorized by local ordinance, to approve, conditionally approve, or disapprove the map, and to
require the subdivider to take steps to mitigate any adverse impact of the conversion on the
ability of displaced mobilehome park residents to find adequate space in a mobile home park;
and,
WHEREAS, AB 1542 would apply these requirements to conversions of mobile home
parks to resident ownership, repealing alternate provisions in Government Code Section 66474.5.
NOW, THEREFORE, BE IT RESOLVED that the City of Petaluma supports AB 1542
(Evans).
BE IT FURTHER RESOLVED that the Mayor is authorized to sign a letter of support
on behalf of the City of Petaluma.
Under the power and authority conferred upon this Council by the Charter of said City.

NOTICE OF SUPPORT
Dear Assembly Member Evans:
The City of Petaluma strongly supports AB 1542, which would eliminate loopholes under the
current Subdivision Map Act with regard to mobilehome park conversions.
Currently, mobilehome park owners are required to report on the impact to residents during a
conversion from rental to resident ownership (condominiums), but an unintended consequence
is that the existing law phases out any local rent control within a mobilehome park upon the first
sale of a condominium within the park, resulting in affordable housing stock being severely
compromised. Seniors and working families would be pushed from their homes. AB 1542 would
eliminate this loophole and would continue to allow local rental control ordinances to keep
mobilehomes at an affordable rate for those on a fixed income.
For this reason, the City of Petaluma supports AB 1542.
