of the City of Petaluma, California
RESOLUTION AUTHORIZING THE CITY OF PETALUMA TO ACCEPT A STATE OF
CALIFORNIA OFFICE OF TRAFFIC SAFETY GRANT AWARD FOR THE REPLACEMENT OF
EXTRICATION AND TO PURCHASE SAID EXTRICATION EQUIPMENT THROUGH A
COLLABORATIVE PURCHASING AGREEMENT
WHEREAS, in Spring 2021 the Petaluma Fire Department as the lead agency with Rancho Adobe Fire
Protection District applied for a State of California Office of Traffic Safety Grant for the replacement of six sets
of Extrication Equipment; and
WHEREAS, the City and District were awarded a portion of the grant which will include three sets of
Extrication Equipment in the amount of up to $114,000 with no matching funds required from the City or
District; and
WHEREAS, the Fire Department recommends the purchase of three Holmatro brand Extrication
Equipment sets in the amount of $113,490.55; and
WHEREAS, the Fire Department recommends the purchase of grant funded Extrication Equipment through
a nationwide, government procurement service which the City of Petaluma is currently a participating member
of; and
WHEREAS, all contracts available to participating members of HGACBuy have been awarded by virtue of
a public competitive procurement process compliant with state statutes; and
WHEREAS, this collaborative purchasing program meets the criteria for competitively awarded purchasing
and meets the Petaluma City Municipal Code and California State purchasing requirements for grant funds; and
WHEREAS, the City will be reimbursed the full cost of three sets of Extrication Equipment with no
required matching funds from the City at a net zero cost to the City; and
WHEREAS, the proposed Project is exempt from the requirements of the California Environmental Quality
Act (CEQA) pursuant to Section 15061 (b)(3) (Common Sense Exemption) as it can be seen with certainty that
there is no possibility that accepting a grant to purchase replacement Extrication Equipment may have a
significant effect on the environment.
NOW, THEREFORE, BE IT RESOLVED that the City Council of Petaluma hereby:
1. Declares the above recitals to be true and correct and are incorporated into this resolution as findings of the
City Council.
2. Finds the proposed Project is exempt from the requirements of the California Environmental Quality Act
(CEQA) pursuant to Section 15061 (b)(3) (Common Sense Exemption). The activity is covered by the
Common Sense Exemption as it can be seen with certainty that there is no possibility that accepting a grant
to purchase replacement Extrication Equipment may have a significant effect on the environment.

3. Authorizes the City Manager to execute all documents necessary to accept the State of California Office of
Traffic Safety Grant in the amount of up to $114,000 for the replacement of Extrication Equipment and to
purchase said Extrication Equipment through a collaborative purchasing agreement for a total amount of
$113,490.55.
Under the power and authority conferred upon this Council by the Charter of said City.
REFERENCE: I hereby certify the foregoing Resolution was introduced and adopted by the
Council of the City of Petaluma at a Regular meeting on the 20th day of September
