Resolution No. 2021-167 N.C.S.
of the City of Petaluma, California
RESOLUTION APPROVING PURCHASE OF COMMUNICATION EQUIPMENT FROM WESTERN
PACIFIC SIGNAL IN THE AMOUNT OF 89,630.22 AND AUTHORIZING THE CITY MANAGER
TO EXECUTE ALL DOCUMENTS NECESSARY TO COMPLETE PURCHASE
WHEREAS,the Public Works and Utilities Department has identified the need to upgrade its communication
equipment; and
WHEREAS,the traffic signal communication requires new equipment; and
WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public and
other applicable law, City staff solicited bids for the Project; and
WHEREAS, the City of Petaluma circulated a Request for Quotation on August 19, 2021, and one (1)
proposal was received; and
WHEREAS,upon evaluation of the quotes,Western Pacific Signal was determined to be the lowest and most
qualified and therefore was a responsive and responsible bid; and
WHEREAS, staff recommends the City execute a purchase order with Western Pacific Signal for new
communication equipment; and
WHEREAS, this project is categorically exempt pursuant to the California Environmental Quality Act
("CEQA")Article 19, Section 15301(c), of Title 14 of the California Code of Regulations("CEQA Guidelines"),
because the project consists of the repair,maintenance, and minor alteration of existing public facilities involving
negligible or no expansion of existing or former use,as the improvements will install new fiber signal interconnect
thru existing conduits and switches in existing traffic signal cabinets without changing the use of those facilities,
and there is negligible or no expansion of use beyond what currently exists and there are no cumulative impacts,
unusual circumstances, or other factors that would make the exemption inapplicable pursuant to CEQA
Guidelines Section 15300.2.
NOW, THEREFORE,BE IT RESOLVED that the City Council of the City of Petaluma hereby:
1. Declares the above recitals to be true and correct and are incorporated into this resolution as findings of the
City Council.
2. Finds that this project is categorically exempt pursuant to the California Environmental Quality Act
("CEQA") Article 19, Section 15301(c), of Title 14 of the California Code of Regulations ("CEQA
Guidelines"), because the project consists of the repair, maintenance, and minor alteration of existing public
facilities involving negligible or no expansion of existing or former use, as the improvements will install new
fiber signal interconnect thru existing conduits and switches in existing signal cabinets without changing the
use of those facilities, and there is negligible or no expansion of use beyond what currently exists and there
are no cumulative impacts, unusual circumstances, or other factors that would make the exemption
inapplicable pursuant to CEQA Guidelines Section 15300.2.

3. Authorizes the purchase of communication equipment in the amount of$89,630.22 from Western Pacific
Signal and authorizes the City Manager, or her designee,to execute any necessary documents to complete the
purchase.
Under the power and authority conferred upon this Council by the Charter of said City.
