HomeMy WebLinkAboutResolution 2021-011 N.C.S. 1/25/2021 DocuSign Envelope ID:365BC1 BA-94A3-4312-821E-268367B848B7 Resolution No. 2021-011 N.C.S. of the City of Petaluma, California RESOLUTION APPROVING THE COMMUNITY DEVELOPMENT BLOCK GRANT 2019-2020 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) AND AUTHORIZING THE CITY MANAGER TO SUBMIT THE CAPER AS REQUIRED BY THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT WHEREAS, the City of Petaluma is an entitlement community under the jurisdiction of the Department of Housing and Urban Development(HUD)Community Development Block Grant Program (CDBG); and WHEREAS, as a condition of funding, HUD requires recipient jurisdictions to prepare a one year Consolidated Annual Performance and Evaluation Report (CAPER) to report by October 1 every year on how well the City has met its goals for helping low-income residents of Petaluma with federal funding distributed under the CDBG program; and WHEREAS, in response to the impacts of the Coronavirus, known as COVID-19, Congress created, and the President approved,new federal funding targeted to address the impacts of the spreading pandemic; and WHEREAS, of the total COVID-19 federal funding, HUD was allocated $5,000,000,000 to provide to states, counties and cities, including the City of Petaluma through the CDBG program to address coronavirus impacts; and WHEREAS, on May 4, 2020 an amendment to the CDBG 2019-2020 Action Plan was approved by City Council resolution to provide the newly allocated CDBG COVID-19 (CDBG- CV1) funds of $206,544 to address the impacts of the coronavirus in the City of Petaluma; and WHEREAS, the programs funded pursuant to the amended 2019-2020 Annual Action Plan address one or more of the national objectives of the CDBG and CDBG-CV 1 programs and the priorities of the City's 2015-2020 Consolidated Plan. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma as follows: 1. The Fiscal Year 2019-2020 Community Development Block Grant (CDBG) Consolidated Annual Performance and Evaluation Report (CAPER) is incorporated by reference and made a part of the resolution. 2. A Public Hearing fifteen (15) day notice was noticed in the Argus Courier local newspaper and on the City website on January 7,2021 that invited comments from the public regarding the City's 2019-2020 CDBG program benefits outlined in the CAPER. 3. Council conducted the Public Hearing on January 25, 2021 to hear via a virtual remote process due to the coronavirus to receive comments from the Petaluma community regarding information provided in the draft 2019-2020 CAPER. On January 25, 2021, the Council considered public comments and found the draft CAPER to be consistent with the Consolidated Plan, and Amended Annual Action Plan for the annual CDBG program and the CDBG-CV 1 activities. 5. Council determined that the Fiscal Year 2019-2020 Consolidated Annual Performance and Evaluation Report(CAPER) is hereby approved. 6. The City Manager or her designee is hereby authorized to submit the City of Petaluma 2019-2020 CAPER as required to the Department of Housing and Urban Development (HUD). Under the power and authority conferred upon this Council by the Charter of said City.
