HomeMy WebLinkAboutResolution 2021-017 N.C.S. 2/01/2021 DocuSign Envelope ID:AB20BB71-ODE 1-4775-9AFF-OF233A709631 Resolution No. 2021-017 N.C.S. of the City of Petaluma, California RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE ANY THE LANDSCAPE MAINTENANCE AGREEMENT AND OTHER DOCUMENTS NECESSARY DOCUMENTS TO UPGRADE PARKS IRRIGATION CONTROLLERS WHEREAS, the City of Petaluma utilizes an integrated irrigation controller system to control water usage in parks; and WHEREAS, the current controller system technology is 14 years old and is being phased out of support and requires updating to new technology; and WHEREAS, the maintenance of irrigation systems is considered maintenance work under California Public Contract Code Section 22002(d)(4) and not subject to public bidding requirements of public projects; and WHEREAS, three proposals were solicited for the work and HydroPoint Data Systems, of Petaluma, CA, provided the lowest cost proposal for the work; and WHEREAS, the Public Works and Utilities Parks Maintenance Department will utilize budgeted funds from fiscal year 2020/2021 to execute the work; and WHEREAS, upgrading the communications of the City's WeatherTRAK smart irrigation system, and replacement of the City's WeatherTRAK controllers is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with Section 15301 of the CEQA Guidelines as consisting of the operation, repair, maintenance, or minor alteration of existing public structures, facilities, or mechanical equipment involving negligible or no expansion of existing or former use. NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Petaluma as follows: 1. The above recitals are hereby declared to be true and correct and incorporated into this resolution as findings of the City Council. 2. Upgrading the communications of the City's WeatherTRAK smart irrigation system, and replacement of the City's WeatherTRAK controllers is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) in accordance with Section 15301 of the CEQA Guidelines as consisting of the operation,repair,maintenance, or minor alteration of existing public structures,facilities, or mechanical equipment involving negligible or no expansion of existing or former use. 3. The City Manager is hereby authorized and directed to execute on behalf of the City a maintenance contract for upgrading the City's park irrigation controllers with HydroPoint Data Systems upon the timely submission by HydroPoint Data Systems of the signed project contract and all required documents. Under the power and authority conferred upon this Council by the Charter of said City.
