Resolution No. 2021-018 N.C.S.
of the City of Petaluma, California
RESOLUTION ADOPTING A CLIMATE EMERGENCY FRAMEWORK
WHEREAS, the City Council adopted Resolution 2019-055 N.C.S. on May 6, 2019 declaring a climate
emergency; and
WHEREAS,the Climate Action Commission was established by City of Petaluma Ordinance No.2689 N.C.S.
adopted August 5, 2019 and effective September 5, 2019; and
WHEREAS, the City Council enacted Ordinance 2689 N.C.S. intending to elevate climate issues to the
highest priority in its goal-setting process; to give precedence to climate mitigation and adaption when evaluating
policies and purchases, planning projects and allocating resources, and to seek financial and regulatory aid to
support those efforts; and
WHEREAS, in adopting Ordinance No. 2689 N.C.S., the City Council voiced its support for full public
participation toward zero net emissions—including input from and participation by disenfranchised communities
— and recognized that Petaluma residents, community organizations, labor, business and schools are integral to
leading that effort,and called for emergency action at all levels of government to restore a safer climate,safeguard
against the result of climate change, and support the just transition to a sustainable economy with good-paying,
high-quality jobs, and intending to do everything within the City's authority to swiftly convert to an ecologically,
socially and economically sustainable economy; and
WHEREAS, the City Council adopted Resolution No. 2021-008 N.C.S. approving of a Climate Emergency
Framework,which set goals in the areas of Equity and Climate Justice, Mitigation and Sequestration, Adaptation
and Social Resilience, and Community Engagement, and
WHEREAS, information about the Climate Center and the Climate-Safe Campaign can be found at
https://theclimatecenter.org/climatesafeca/, and
WHEREAS,the Climate Emergency Framework set a goal for the City to achieve carbon neutrality by 2030;
and
WHEREAS, the goals of the Climate-Safe Campaign to accelerate the phase-out of fossil fuels, increase
nature-based carbon sequestration,investment in community resilience, and generation of funds needed for speed
and scale climate action are consistent with the goals of the Petaluma Climate Emergency Framework.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma as follows:
1. The above recitals are hereby declared to be true and correct and are incorporated into this resolution as
findings of the City Council.
2. The City Council of the City of Petaluma endorses the Climate-Safe California campaign and calls on the
State of California to enact the following solutions:
a. No later than 2022, commit to accelerating existing state policy timelines to achieve 80%below 1990
levels of greenhouse gas emissions and net-negative by 2030;

b. Secure a just transition for workers and their families whose livelihoods depend on fossil fuel
industries, with comparable long-term jobs;
c. Close the climate gap when enacting climate-safe policies to ensure lower-income communities and
communities of color are no longer disproportionately harmed, and have equitable access to climate-
friendly solutions;
d. Enact by 2025 the suite of policies required by science to put us on track to net-negative emissions by
2030;
i. Accelerate the phase-out of fossil fuel development,production, and use;
ii. Increase nature-based carbon sequestration;
iii. Invest in community resilience;
iv. Generate the funds needed for speed and scale climate action.
Under the power and authority conferred upon this Council by the Charter of said City.
