HomeMy WebLinkAboutResolution 2021-200 N.C.S. 12/20/2021Resolution No. 2021-200 N.C.S. 1 Resolution No. 2021-200 N.C.S. of the City of Petaluma, California RESOLUTION APPROVING AN ALLOCATION OF FUNDING, AN APPLICATION FOR FUNDING, AND THE EXECUTION OF A GRANT AGREEMENT AND ANY AMENDMENTS THERETO FROM THE 2019-2020 FUNDING YEAR OF THE CDBG MITIGATION (CDBG-MIT) RESILIENT PLANNING AND PUBLIC SERVICES PROGRAM BE IT RESOLVED that the City Council of the City of Petaluma hereby: 1. The City Council has reviewed and hereby approves the projects identified below and the execution of a Standard Agreement (“Agreement”) between City of Petaluma (“Subrecipient”) and the California Department of Housing and Community Development (“HCD”), allocating to the City of Petaluma the aggregate amount, not to exceed, of $1,007,500 (“Grant”) for the following CDBG-MIT Planning and Public Services (MIT-PPS) project(s), pursuant to the January 2021 CDBG MIT-PPS Notice of Funding Availability. MIT-PPS Project(s) and Amount(s) The Subrecipient’s project(s) for the MIT-PPS program will not exceed $1,007,500, identified below with project description(s) and award amount(s). Planning Project(s) Seismic Retrofit Analysis of City Buildings • Conduct a planning process to understand seismic retrofit for critical facilities to better understand detailed vulnerabilities during major earthquakes. An earthquake retrofit analysis would include a structural and non-structural assessment of City buildings, as well as infrastructure, such as water tanks, sewer lines, bridges, and roads. Initial retrofitting analysis may involve a survey of the structural condition at critical facilities and prioritized surveys at buildings closer to major fault or liquefaction zones. $ 500,000 Sea Level Rise Mapping and Modeling for Climate Adaptation • Develop a planning project that will identify where sea level rise effects due to climate change are likely to occur now and in the $ 192,500 DocuSign Envelope ID: 098F12A1-D93C-4685-83BD-197C86EA7103 Resolution No. 2021-200 N.C.S. 2 future. Mapping and overlaying climate information, such as projected sea level rise projections with critical facilities, parcel, infrastructure, and building footprints can help communities understand the expected extent of sea level rise, and also where flooding, wildfires, and other natural hazards are more likely to occur based on climate change. The project’s mapping and modeling will inform other planning projects and will be a valuable resource to provide guidance to the Zoning Ordinance revisions for development standards in and near the flood plain and ensure new development proposals incorporate adequate protection (e.g. setbacks, armoring) in site plans. Feasibility Study to Replace Aging Generators for Critical City Facilities, including Communications Center • Develop a planning project to study the feasibility of replacing aging diesel generators with new diesel generators and battery back-up sources, and any impediments toward the transition to renewable energy back up options for critical facilities $ 240,000 Feasibility Study Establishing a Resiliency Hub at Community Center for Emergency Use • Develop a plan to determine community needs for a resilience hub during severe weather events, including wildfires. The planning process will include outreach to stakeholders from vulnerable communities and service providers for those communities to ensure appropriate resources and services are included in the study. The study will take into consideration facility location options to ensure ease of access for residents. $ 75,000 2. The City of Petaluma acknowledges compliance with all state and federal public participation requirements in the development of its application(s). The City Manager is authorized to execute and deliver all project applications and any and all related documentation required to effectuate the terms of the Agreement, and to act on the City's behalf in all matters pertaining to all such applications and documentation. 4. If an application is approved, the City Manager is authorized to enter into, execute and deliver the grant agreement (i.e., Standard Agreement) and any and all subsequent amendments thereto, with the State of California for the purposes of the Grant. 5. If an application is approved, the City Manager is authorized to sign and submit Funds Requests and all required reporting forms and other documentation as may be required by the State of California from time to time in connection with the Agreement for purposes of the Grant. Under the power and authority conferred upon this Council by the Charter of said City.
