HomeMy WebLinkAboutResolution 94-65 03/21/1994'1 0- ~ Res®luti®n No. 94-65 N C.S. `~ of the City of Petaluma, California 1 ' 2 RESOLUTION OF THE CITY OF PETALUMA APPROVING AN AMENDMENT TO 3 THE GENERAL PLAN LAND USE DESIGNATION OF A 6.3 ACRE ROUNDWALK 4 VILLAGE PARCEL LOCATED AT 745 MCDOWELL BOULEVARD NORTH FROM 5 "INDUSTRIAL" TO "URBAN HIGH" (APN 048-080-037) 6 7 WHEREAS, the Planning Commission has reviewed the proposed amendment to the 8 General Plan Land Use Element (Map) and has held a public hearing on March 8, 1994; 9 and, 10 11 WHEREAS, the Planning Commission has filed with the City Clerk its report and has 12 recommended that the City Council adopt the proposed General Plan Amendment set 13 forth in its minutes of March 8, 1994; and 14 15 NOW, THEREFORE, BE IT RESOLVED that a General Plan land use designation 16 amendment for the Roundwalk Village parcel (APN 048-080-037) from "Industrial" to 17 "Urban High" (attached as Exhibit A) is hereby adopted and ordered incorporated on the 18 General Plan Land Use Element map on file in the office of the Planning Department, 19 based on the following findings: 20 21 Findings: 22 23 1. The proposed amendment is consistent with and will be compatible with the rest of 24 the General Plan including the Local Economy, Housing and Community Health 25 and Safety Chapters. The conversion of the six acre. parcel on McDowell Boulevard 26 North from industrial to residential will not conflict with the Local Economy Goals, 27 Policies and Programs of the City of Petaluma General Plan. 28 29 2. The amendment is in the public interest because a high density residential site in 30 this location will provide a buffer and a reasonable land use transition between the 31 mobile home park and the industrial park which surrounds two sides of the project 32 ~- site. 33 34 3. The Roundwalk Village project is expected to implement Policies 10, 13 a do 35 Programs 14, 20, 21 and 22 of the General Plan Housing Element which encourages 36 the development of housing for low and very low income families, specifically rental 37 housing. 38 1 Ez~s. va..........9.4.-.6.5....... The potential impacts of this proposed change have been addressed through the 2 preparation, adoption and certification of a Final Environmental Impact Report 3 (certified by Council Resolution 94- 63 NCS )and have been determined not to 4 be detrimental to the public health, safety or welfare, if the mitigations proposed in 5 the DEIR are incorporated into the project. 6 7 5. The Council has adopted a Resolution adopting specific findings regarding 8 potentially significant effects, mitigation measures, monitoring and alternatives for 9 the proposed project (Resolution 94-64 NCS )• 10 11 6. Based on the 1994 Business Park and Industrial Development Survey, an adequate 12 stock of industrial land is being maintained to allow development for the next eight 13 years and beyond based on the absorption of vacant industrial land in the last eight 14 years. 15 16 17 18 rdwkgpar/dd12 Under the power and authority conferred upon this Council by the Charter of said City.
