HomeMy WebLinkAboutResolution 94-62 03/21/1994F~eS0ll.ltlOrl No. 94-62 N.C.S. 1 of the City of Petaluma, California 2 A RESOLUTION APPROVING THE FINAL STATEMENT OF OBJECTIVES 3 AND PROJECTED USE OF FY 1994-95 COMMUNITY DEVELOPMENT 4 BLOCK GRANT FUNDS 5 6 WHEREAS, the City of Petaluma is an entitlement jurisdiction under the jurisdiction of 7 the U.S. Department of Housing and Urban Development (HUD) Community 8 Development Block Grant Program; and, 9 10 WHEREAS, regulations adopted by HUD .for Community Development Block Grant 11 (CDBG) funding for Fiscal year 1994-95 require that jurisdictions submit a Statement of 12 Objectives and Projected Use of CDBG prior to award of said funds; and, 13 14 WHEREAS, the Statement of Objectives and Projected Use of Community Development 15 Block Grant Funds have been reviewed and considered by the City Council and found to 16 be consistent with the City's Comprehensive Housing Affordability Strategy; 17 18 NOW, THEREFORE, BE IT RESOLVED by the Petaluma City Council that the 19 Statement of Objectives and Projected Use of Funds (Exhibit A) are approved and adopted 20 for FY 1994-95; and, 21 22 BE IT FURTHER RESOLVED that the City Manager is hereby authorized and directed 23 to execute that attached Standard Form 424 and to submit the Statement of Objectives with 24 certain required Certifications and said form to HUD; and, 25 26 BE IT FURTHER RESOLVED that the City Manager is hereby authorized to respond to 27 requests for additional information from HUD and modify the Statement and the 29 Certifications as may be required by future regulations issued by HUD. 30 3 1 cdbgreso/bg1S Under the power and authority conferred upon this Council by the Charter of said City. PROPOSED STATEMENT OF OBJECTIVES In developing the proposed statement, the City's objective has been to utilize funding for the benefit of low and moderate income people. This year 100% of the funds will benefit that target population. The City Council has an adopted and approved Comprehensive Housing Affordability Strategy (CHAS) which delineates certain priorities in selecting projects to receive CDBG funding. The projects contained in the proposed statement address those priorities: 1. Operation of Petaluma's two homeless programs. (CDBG funding for this is severely limited by HUD's 15% cap on expenditures for Public Service activities.) 2. Operation of Petaluma's two homeless prevention programs. 3. Provision of rental units for very-low and low-income residents, particularly those with support services. 4. Improvement of accessibility in public facilities and low-income housing for persons with a disability. 5. Promotion of housing choices and opportunities.
