HomeMy WebLinkAboutResolution 94-61 03/21/1994..~, 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 ~ZeS0llitlOrl No. 94-61 N ~.5. of the City of Petaluma, California APPROVING ISSUANCE OF A NEGATIVE DECLARATION PURSUANT TO CEQA TO ADOPT THE PETALUMA MOBILEHOME PARK SPACE RENT STABILIZATION ORDINANCE WHEREAS, the City Council has considered issuance of a Negative Declaration pursuant to the California Environmental Quality Act (CEQA) for a proposal to adopt the Petaluma Mobilehome Park Space Rent Stabilization Ordinance, attached hereto and referenced; and WHEREAS, the results of the initial study have indicated that approval of this Ordinance will not trigger any significant adverse environmental impacts; and WHEREAS, staff has recommended that a Negative Declaration be issued on the above project. NOW, THEREFORE, BE IT RESOLVED that the issuance of said Negative Declaration pursuant to the California Environmental Quality Act is hereby approved, based upon the following findings: . Findings: 1. The Ordinance does not have the potential to degrade the quality of the environment, substantially reduce the habitat of a fish and wildlife species, cause a fish or wildlife population to drop below self-sustaining levels, threaten to eliminate a plant or animal community, reduce the number or restrict the range of a rare or endangered plant or animal or eliminate important examples of the major periods of California history or prehistory. 2.. The Ordinance does not have the potential to achieve short-term to the disadvantage of long-term, environmental goals. 3. The Ordinance does not have impacts which are individually limited, but cumulatively considerable. 4. The Ordinance does not have environmental effects which will cause substantial adverse effects on human beings, either directly or indirectly, as there is no substantial evidence in the record to support a fair argument that any mobilehome park will close as a consequence of the Ordinance. 5. The Ordinance is consistent with and further promotes the objectives, goals, and policies of the General Plan, particularly the Housing Element, by the fact there is a zero percent Res. No....._.......9.4.-FJ.1... N.C.S. e vacancy rate in spaces which clearly indicates that tenants have very little options for relocating their manufactured homes if space rents become too expensive. The stabilization of space rents will also preserve a primary source of senior citizen housing options available in the City of Petaluma. 6.
