RESOLUTION AMENDING THE CLASSIFICATION AND COMPENSATION
PLAN AND AUTHORIZING AND ELIMINATING POSITION ALLOCATIONS
ASSOCIATED WITH MEASURE U WORKFORCE STABILIZATION—CORE
STAFFING BY 1) ESTABLISHING THE CLASSIFICATIONS AND PAY
RANGES OF DIRECTOR OF COMMUNITY DEVELOPMENT, DIRECTOR OF
PARKS AND RECREATION, ENGINEERING MANAGER,AND EMERGENCY
MANAGER; 2) AUTHORIZING THE POSITION ALLOCATIONS OF ONE
DIRECTOR OF COMMUNITY DEVELOPMENT, ONE DIRECTOR OF PARKS
AND RECREATION, ONE ENGINEERING MANAGER, ONE EMERGENCY
MANAGER,AND 0.5 HOUSING SPECIALIST; AND 3) ELIMINATING THE
POSITION ALLOCATION OF ONE DEPUTY DIRECTOR OF PARKS AND
RECREATION
WHEREAS, Petaluma Municipal Code Section 3.04.020.D authorizes the City
Manager as the City's Personnel Officer to prepare or cause to be prepared a position
classification plan, including class specifications and revisions of the plan; and,
WHEREAS, the Petaluma Municipal Code Section 3.40.020.E authorizes the
City Manager to prepare or cause to be prepared a plan of compensation and revisions
thereof, covering all classifications in the competitive service; and,
WHEREAS, the City wishes to keep its Classification and Compensation Plan current, and
in accordance with Petaluma Municipal Code Section 3.04.020, amendments or revisions to the
Classification and Compensation Plan are effective upon approval by the City Council; and,
WHEREAS, the proposed actions were presented before Council on March 8, 2021 as part
of the Measure U Implementation Workshop on Workforce Stabilization and Core Staffing
(Exhibits A-B), these actions are the next steps in the continuous effort to implement the
applicable recommendations; and,
WHEREAS,the City Manager, acting as the Personnel Officer, has determined the results of
the proposed change align with the duties and responsibilities of existing workloads and City
needs; and,
WHEREAS,the City Manager, acting as the Personnel Officer, has determined that certain
duties and responsibilities are appropriately allocated to the classification of Director of
Community Development, Director of Parks and Recreation, Engineering Manager, and
Emergency Manager(as attached in Exhibit C); and

WHEREAS, the proposed actions are exempt from the requirements of the California
Environmental Quality Act (CEQA) in accordance with CEQA Guidelines Section 15378, as
the actions do not meet CEQA's definition of a"project,"because the actions do not have the
potential for resulting in either a direct physical change in the environment or a reasonably
foreseeable indirect physical change in the environment, and because these are personnel-
related actions that constitute organizational or administrative activities of governments that
will not result in direct or indirect physical changes in the environment. Moreover, future
CEQA analysis will be performed for any project resulting from these positions.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma
hereby:
1. Declares the above recitals to be true and correct and are incorporated into
this resolution as findings of the City Council.
2. The proposed actions are exempt from the requirements of the California
Environmental Quality Act(CEQA) in accordance with CEQA Guidelines
Section 15378, as the actions do not meet CEQA's definition of a
"project,"because the actions do not have the potential for resulting in
either a direct physical change in the environment or a reasonably
foreseeable indirect physical change in the environment, and because these
are personnel-related actions that constitute organizational or
administrative activities of governments that will not result in direct or
indirect physical changes in the environment. Moreover, future CEQA
analysis will be performed for any project resulting from these positions.
3. Approves the amendment to the Classification and Compensation Plan as
written in this Resolution, including an amendment in the Competitive
Service of the Personnel System as attached and incorporated as Exhibit
C.
4. Establishes the classifications (as attached in Exhibit C) and pay ranges of
Director of Community Development, Director of Parks and Recreation,
Engineering Manager, and Emergency Manager, specifically:

Director of Community Development $13,062.40-$16,950.27
Director of Parks and Recreation $12,076.13 -$15,672.80
Engineering Manager $11,115.87-$13,509.60
Emergency Manager $9,542.00-$11,597.73

5. Authorizes the position allocations of One Director of Community Development,
One Director of Parks and Recreation, One Engineering Manager, One
Emergency Manager, and 0.5 Housing Specialist, specifically:
Classification Department Allocation
Director of Community Development Community Development 1
Director of Parks and Recreation Parks and Recreation 1
Engineering Manager Public Works and Utilities 1
Emergency Manager Fire Department 1
Housing Specialist Community Development 0.5
6. Eliminates the position allocation of One Deputy Director of Parks and Recreation,
specifically:
Classification Department Allocation
Deputy Director of Parks and Recreation Parks and Recreation 1
Under the power and authority conferred upon this Council by the Charter of said City.
