SUBJECT: ResolutionAuthorizing the Position Allocation of Parking Enforcement Officer
and Eliminating the Position of Senior Parking Enforcement Officer in the •Police
Department.
RECOMMENDATION
It is recommended the City Council adopt the attached Resolution Authorizing the Position
Allocation of Parking Enforcement Officer and Eliminating the Position of Senior Parking
Enforcement Officer in' Police Department.
BACKGROUND
The City of Petaluma Police Department has a Senior Parking Enforcement Officer and a
Parking Enforcement Officer position authorized and allocated. The Senior Parking
Enforcement Officer retired effective June 29, 2011 and that position is now authorized but
vacant. The Parking Enforcement Officer position remains fil'led'.
The classification, of Senior Parking Enforcement Officer ,was authorized and approved by
Resolution No. 2007 -200 effective December 3, 2007. At that; time the Parking Enforcement
function was assigned to the Administrative Services Department and the Parking Enforcement
staff reported directly to the Director of Administrative Services. In order to provide an
appropriate level of supervision, a senior lead position was created to address issues in a timely
manner and provide daily supervision of the function. Thus, the new classification of Senior
Parking Enforcement Officer was approved. An existing Parking Enforcement Officer was
promoted into that senior °position.
The Parking Enforcement function was assigned to the Police Department in July 2008 and is
supervised by a Police' Sergeant.
DISCUSSION
The incumbent: Senior Parking Enforcement Officer retired effective June 29, 2011. An
opportunity now exists for`the City to allocate that positi to a,Parking Enforcement Officer.
Given that the' "function is adequately supervised by a Police Sergeant, the senior lead position is

no longer necessary. Further, by allocating the position to a Parking Enforcement Officer, an
employee who is positioned for layoff could retreat to the vacant Parking Enforcement Officer
position and avoid layoff.
FINANCIAL IMPACTS
There is cost savings with the recommended action. The annual top step salary for the position
of Senior Parking Enforcement Officer is $59,758.40 and the annual top step salary for the
position of Parking Enforcement Officer is $55,348.80. There is a salary difference between the
two positions of $4,409.60 or about 8 %.

AUTHORIZING THE POSITION ALLOCATION
OF PARKING ENFORCEMENT OFFICER AND ELIMINATING
THE POSITION OF SENIOR PARKING ENFORCEMENT OFFICER
IN THE POLICE DEPARTMENT
WHEREAS, the position of Senior Parking Enforcement Officer is now vacant
due to a retirement and an opportunity exists to allocate the position to Parking
Enforcement Officer; and,
WHEREAS, the Parking Enforcement function is supervised by a Police
Sergeant and a senior lead position is no longer necessary; and,
WHEREAS, a need exists in the Police Department for a Parking Enforcement
Officer.
NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby
authorize the position allocation of Parking Enforcement Officer and eliminates the
position of Senior Parking Enforcement Officer in the Police Department effective with
the adoption of this Resolution.
