Forde Associates. BACKGROUND To maintain and improve the condition of the City's wastewater system, the Department of Water Re sources throughout nd Conservat annually replaces or re deteriorating sanitary sewer faci lities __ y _ Man of the City's older mannholes were constructed with brick and mortar. The manhole replacement program is the first ofan annual effort to address the I &I situation through manlio'lerepl The intent is to manage "'ten to 'twenty sites per u contract, `as'offten as possible until all failing manholes have been replaced. DISCUSSION The Notice lnviting Bids was issued on May 26, 2011. _ On June 15, 2011, 7 bids were received as follows- Name.ofBidder Bid Total Eorde Associates $ 82,850 Lowest Responsible. Engineer's Estimate $114,914 $,128,100 $1,32,683 $136;100 $100,000 W.R. Forde Associates.has performed similar projects for the Cities of Mill Valley, Pleasanton and Pinole. Staff verified that W.R. Forde Associates possess es a,vali d Class A California Contractor's License, license 814,744, which expires on November 30, 2011, that qualifies W.R. Forde Associates to perform the work. Construction is scheduled to be completed in August 2011. Construction management and inspection is anticipated to be done:by City staff; budget is included if time constraints call for contract services. FINANCIAL IMPACTS The FY 10 -11 approved Wastewater Fund budget and project balance for Manhole Replacement (C66501003) is $524,000. The construction contract with W.R. Forde Associates will be for a not to exceed amount of $82,850. E'SEW'ER MANIEIOLE REPLACEMENT PROJECT, VARIOUS LOCATIONS - 2011 CITY PROJECT NUMBER C66501003 WHEREAS, City staff has prepared construction bid documents and advertised for construction of this Project; and WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, City staff solicited bids for the Project; and WHEREAS, the project was b'id'on.May26, 2011, and seven (7) bid's were received and opened on June 8, 2011 in accordance with.applicable law; and WHEREAS, the lowest bid for the Project was submitted by W.R. Forde.Associates from Richmond, CA for $82,850; and WHEREAS, staff has determined that W.R. Forde Associates' bid'satisfies the bidding requirements for the Project; and WHEREAS, staff has verified that `W.R. Forde Associates possesses a valid California Contractor's License, Class A, number 8`14744 that qualifies W.R. Forde Associates to perform the Project; and WHEREAS, the Project is categorically exempt pursuant to California Environmental Quality Act ( "CEQA ") and Title 14 the California Code of Regulations ( "CEQA Guidelines "), Section 15302, because.the project consists.of replacement of existing water- and wastewater utility systems involving negligible or n o expansion of capacity. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City hereby: 1. Approves the project budget of $131 „850. 2. In' accordance with the City of Petaluma Charter- and Municipal Code, California Public Contract' Code Section 20162 and other applicable law, waives a0y and all non - confon - trance in the bid of W.R. Forde: Associates is, the lowest responsible bidder. 3. Awards the contract. for the Sewer Manhole Replacement Project Various Locations — 2011, Project No. C66501003 to W.R. Forde Associates, in the amount of $82,85.0, the , amount of the lowest responsive bid, conditioned. on W.R.
