RESOLUTION SUPPORTING SENATE BILL 966 (SIMITIAN)
PHARMACEUTICAL DRUG DISPOSAL
WHEREAS, existing law requires the Department of Toxic Substances Control to take
renewal actions with respect to a hazardous substance that is an illegal controlled substance, a
precursor of a controlled, substance, or a material intended to be used in the manufacture of
controlled substances; and,
WHEREAS, the department is authorized to expend funds appropriated from the Illegal
Drug Lab Cleanup Account in the General Fund for this purpose; and,
WHEREAS, SB 966 would require every retailer of pharmaceutical drugs, on and after
July I, 2008, to have in place a system for the acceptance and collection of pharmaceutical drugs
for proper disposal; and,
WHEREAS, the bill would provide that any person who violates these provisions shall,
if convicted, be guilty of a misdemeanor, and be subject. to civil and criminal penalties; and,
WHEREAS, because the bill would create a new crime, the bill would impose astate-
mandated local program, and the California Constitution requires the state to reimburse local
agencies and school districts for certain costs mandated by the state.
NOW, THEREFORE, BE IT RESOLVED that the City of Petaluma supports SB 966
(Simitian); and
BE IT FURTIIER RESOLVED that the Mayor is authorized to sign a letter of support
on behalf of the City of Petaluma.
Under the power and authority conferred upon this Council by the Charter of said City.

RE: SB 966 Pharmaceutical Drug Disposal
Dear Senator Simitian:
The City of Petaluma strongly supports SB 966, which would require every retailer of pharmaceutical drugs, on
and after July 1, 2008, to have a collection system in place for the proper disposal of pharmaceutical drugs.
This bill would eliminate the ambiguity that currently exists regarding the proper disposal of pharmaceutical
drugs, and provide consumers with a safe and convenient system for the environmentally sound management
of unused prescription drugs.
For this reason, the City of Petaluma supports SB 966.
