RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PETALUMA AUTHORIZING TO THE
CITY MANAGER TO EXECUTE A SERVICE AGREEMENT WITH HEALTHY DEMOCRACY TO
FACILITATE A LOTTERY-SELECTED COMMUNITY PANEL TO DELIBERATE AND PROVIDE
RECOMMENDATIONS TO THE CITY COUNCIL AS PART OF THE CITY's BROADER
COMMUNITY OUTREACH AND ENGAGEMENT PROCESS FOR CITY COUNCIL
CONSIDERATION OF FUTURE USE OF THE CITY-OWNED FAIRGROUNDS PROPERTY
WHEREAS, the Fairgrounds is a centrally located, 55-acre, City-owned property that has touched the
lives of many Petalumans and the broader community of fairgoers, workers, customers, visitors, students, and
many others; and
WHEREAS, for the past 50 years, the City of Petaluma has leased the Fairgrounds property to the 4th
District Agricultural Association, which operates the Sonoma-Marin Fair, and who has determined the
Fairground property uses; and
WHEREAS, the City's existing lease of the Fairgrounds will expire December 31, 2023; and
WHEREAS, the future of the Fairgrounds is one of the most important decisions before the City this
year and into the future, and establishing a vision for the property that reflects the community's goals is
essential and will require broad and inclusive public engagement; and
WHEREAS, Healthy Democracy is a nonpartisan, nonprofit organization that works to elevate
everyday people in public decision-making and designs deliberative processes that have proven more
collaborative politics is possible; and
WHEREAS, Healthy Democracy partners with governments, nonprofits, and other organizations to
bring together lottery-selected panels that tackle difficult policy issues and make informed recommendations to
decision makers; and
WHEREAS, Healthy Democracy's lottery process would place the Petaluma community at the center
of the Fairgrounds decision-making process,prioritize universal accessibility; and empower new and diverse
voices to inform decisions about this beloved community resource; and
WHEREAS, the proposed action to contract with Healthy Democracy to facilitate a lottery-selected
panel process to deliberate and make recommendations on a vision for future Fairgrounds uses is exempt from
the requirements of the California Environmental Quality Act(CEQA), as authorizing the City Manager to
execute an agreement with Healthy Democracy to facilitate outreach and public participation regarding
Fairgrounds uses does not constitute a"project"pursuant to CEQA Guidelines Section 15378(b)(4) and(b)(5)
as the action is government fiscal and organizational activity that will not result in direct or indirect physical
changes in the environment, the action does not have a potential to result in either a direct or reasonably
foreseeable indirect physical change in the environment, and any definite commitment to future projects or
programs regarding the use of the Fairgrounds will be subject to CEQA analysis;

NOW, THEREFORE,BE IT RESOLVED that the City Council of the City of Petaluma hereby:
1. Declares the above recitals to be true and correct and incorporates the recitals into this resolution as
findings of the City Council.
2. Finds the proposed action is exempt from the requirements of the California Environmental Quality
Act(CEQA), as authorizing the City Manager to execute an agreement with Healthy Democracy to
facilitate outreach and public participation regarding Fairgrounds uses does not constitute a"project"
pursuant to CEQA Guidelines Section 15378(b)(4) and(b)(5) as the action is government fiscal and
organizational activity that will not result in direct or indirect physical changes in the environment, the
action does not have a potential to result in either a direct or reasonably foreseeable indirect physical
change in the environment, and any definite commitment to future projects or programs regarding the
use of the Fairgrounds will be subject to CEQA analysis.
3. Authorizes the City Manager to execute a service agreement with Healthy Democracy to facilitate a
lottery-selected community panel to deliberate and provide recommendations to the City Council as part
of the City's broader community outreach and public engagement process for informing City Council
consideration of future use of the City-owned Fairgrounds property.
Under the power and authority conferred upon this Council by the Charter of said City.
