HomeMy WebLinkAboutResolution 2022-056 N.C.S. 04/18/2022DocuSign Envelope ID: 4CDEF2FE-7757-420E-9138-9328B89E3FEC Resolution No. 2022-056 N.C.S. of the City of Petaluma, California Authorizing a Letter in Opposition to Senate Bill 1393 WHEREAS, in 2019 the Petaluma City Council declared a climate emergency; and WHEREAS, in 2021 the Petaluma City Council adopted its Climate Action Framework on the recommendation from the Climate Action Commission; and WHEREAS, a key policy statement of the Climate Action Framework is to achieve Carbon Neut;•ality in the City of Petaluma by 2030; and WHEREAS, it is highly likely that adoption of a "burn -out ordinance", which would mandate the installation of electric appliances in existing buildings when current appliances need to be replaced, will be an essential component of meeting the City's Carbon Neutral 2030 goal; and WHEREAS, a bill currently under consideration in the California Legislature, Senate Bill 1393, would put significant restrictions on local jurisdictions' ability to adopt such ordinances, without a number of important specified exemptions; and WHEREAS, SB 1393 is scheduled for a hearing in the Senate Governance and Finance Committee on Apri121, 2022; and WHEREAS, the League of California Cities recommends an "Oppose" position to SB 1393; and WHEREAS, a sample opposition letter is attached to this resolution as Exhibit A. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma, as follows: 1. The City of Petaluma is opposed to Senate Bill 1393 in its current form; and 2. An opposition letter to SB 1393, as drafted in Exhibit A to this resolution, shall be sent to the Committee Chair in advance of the Committee Hearing on April 21, 2022. Under the power and authority conferred upon this Council by the Charter of said City.
