Resolution allocating $650,000 in American Rescue Plan Act Funds to a Universal
Basic Income Pilot Program in Conjunction with Petaluma People Services Center
and Authorizing the City Manager to Execute All Necessary Documents to
Implement the Program
WHEREAS, the federal American Rescue Plan Act's (ARPA) "State and Local Fiscal Recovery
Fund" program allocated significant COVID-19 relief funding to all state and local governments across
the United States; and
WHEREAS, the City of Petaluma was the recipient of approximately $8.3 million in ARPA
funding; and
WHEREAS, on August 2, 2021, the Petaluma City Council allocated all but $650,000 of its

unding to a variety of important programs and projects; and
WHEREAS, aCouncil-appointed subcommittee, in conjunction with City staff and Petaluma
People Services Center (PPSC) analyzed various options to maximize the use of the City's remaining
ARPA funds for the highest benefit to those most affected by the COVID-19 pandemic; and
WHEREAS, after considering several options, the subcommittee and staff preferred the
implementation of a Universal Basic Income (UBI) pilot program with the remaining $650,000 in
funding; and
WHEREAS, implementation of a UBI pilot program is a valid use of ARPA funds; and
WHEREAS, Petaluma People Services Center will design the program to maximize the
collaboration and funding with other partner jurisdictions, including the County of Sonoma, First 5
Sonoma, and others; and
WHEREAS, the UBI program will provide selected families a steady, reliable source of
monthly income to fund essential needs, such as food, clothing, housing, childcare, medical care, and
more, while also providing autonomy for families to decide how to best spend their money; and
WHEREAS, adopting the American Rescue Plan Act Universal Basic Income program is
exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a
potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable
indirect physical change in the environment, and is a fiscal and administrative activity pursuant to
CEQA Guideline section 15378.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Petaluma, as follows:
1. Declares that the above recitals are true and correct and are incorporated as findings of this
Resolution.

2. Finds that adopting the American Rescue Plan Act Universal Basic Income program is exempt
from the California Environmental Quality Act (CEQA) because it is not a project which has a
potential for resulting in either a direct physical change in the environment, or a reasonably
foreseeable indirect physical change in the environment and is a fiscal and administrative activity
pursuant to CEQA Guideline section 15378,
3. The City's remaining $650,000 in ARPA funding shall be allocated to Petaluma People Services
Center to implement a Universal Basic Income pilot program for lower income Petaluma
residents in need; and
4. The City Manager is authorized to execute all necessary documents to implement the program.
Under the power and authority conferred upon this Council by the Charter of said City.

Council of the City of Petaluma at a Regular meeting on the 18th day of April
2022, by the following vote:
