APPROVING STOP TOBACCO ACCESS TO
MINORS PROJECT
WHEREAS, tobacco projects each year cause 350,000 premature deaths and is the leading cause of
preventable diseases in the United States; and
WHEREAS, local medical practitioners treat hundreds of patients annually for tobacco related
diseases and frequently must pass on health care costs to the public through higher insurance
premiums or increased public health subsidies; and
WHEREAS, each day three thousand children and. youth take up smoking, replacing the thousands
of people who quit. or die; and
WHEREAS, according to the Surgeon General of the United States, the most effective way to
prevent tobacco addiction by minors is to halt illegal sales of tobacco products; and
WHEREAS, since 1990 the Stop Tobacco Access to Minors Project (STAMP), headquartered at
the North Bay Health Resources Center in Petaluma, has conducted buying surveys, where
supervised minors attempt to purchase tobacco from local merchants in order to ascertain the
extend of illegal sales; and
WHEREAS, Stop Tobacco Access to Minors has recorded a steady decrease in sales to minors
since the surveys began, but illegal sales have been recorded in each buying survey; and
WHEREAS, a few merchants since the beginning of the surveys have consistently upheld the law
and refused. to sell tobacco to minors; and
WHEREAS, those merchants, who through diligence and perseverance have set clear policies and.
established procedures for employees that have guaranteed full compliance with state law and local
ordinances, deserve recognition for efforts which in effect have saved lives;

.NOW, THEREFORE, BE IT RESOLVED, the Petaluma City Council joins with the Board of
Trustees of the .Petaluma School District and the Board of Directors of Petaluma Valley Hospital in
presenting this Stop Tobacco Access to Minors Project (STAMP OF APPROVAL) to those
merchants who did not sell to minors.
Under the power and authority conferred upon this Council by the Charter of said City.
