1 RESOLUTION ADOPTING THE APPROPRIATION LIMIT FOR
2 FISCAL YEAR 1994-95

5 WHEREAS, the people of California on November 6, 1979, added Article XIII-
6 B to the State Constitution placing various limitations on the appropriations of the State and
7 local governments; and
8
9 WHEREAS, the State Legislature adopted Chapters 1205 and 1342 of the 1980
10 Statutes which implemented Article XIII-B; and
11
12 WHEREAS, the people of California on June 5, 1990 amended Article XIII-B
13 effective July 1, 1990; and
14
15 WHEREAS, the provisions of the amendments have been interpreted by a
16 coalition of statewide organizations, and the organizations have issued through the League of
17 California Cities revised guidelines to recalculated the appropriations limit; and
18
19 WHEREAS, 7902 of the Government Code provides the process in which to
20 calculate the appropriations limit and 7910 of the Government Code requires cities to adopt a
21 resolution setting the annual appropriation limit at a regularly scheduled meeting or a noticed
22 special meeting; and

24 WHEREAS, the City of Petaluma has complied with the provisions of Article
25 XIII-B in determining the appropriations limit for Fiscal Year 1994-95; and
26
27 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
28 Petaluma that:

30 1. The annual adjustment factors used to calculate the FY 94-95 appropriations
31 limit shall be the estimated change in non-residential assessed valuation due to
32 new construction (6.99°Io) and City population (3.69%).

34 2. The FY 94-95 appropriations limit shall be $27,707.,362.
35
36 3. The FY 94-95 appropriations subject to the appropriations limit is
37 $11,603,652.
