HomeMy WebLinkAboutResolution 94-224 08/08/1994 ~ t f . ~ Resolution No. 94-224 N ~.s. of the City of Petaluma, California AUTIIORIZING SUBMISSION OF WRITTEN ARGUMENTS REGARDING THE CHARTER AMENDMENT MEASURES ON COUNCIL COMPENSATION, CITY ATTORNEY, ORDINANCES & BIDDING REOUIItEMENTS WHEREAS, The City Council of the City of Petaluma has called a special municipal election to be held on November 8, 1994, for the purpose of submitting to the voters a question which reads as follows: Measure Compensation - Shall the voters of the City of Petaluma amend Charter YES Section 19 to read "The Council may act, by ordinance, to provide compensation to each of its members in an amount authorized by state law [which currently would NO allow up to $400 a month]. The Council may act, by ordinance, to provide compensation to the Mayor in an amount up to 150 percent of the compensation set for Council members." Measure City Attorney -Shall the voters of YES the City of Petaluma amend Charter Section 26 (which currently requires the City Attorney to attend all Council NO meetings) to require the City Attorney to attend Council meetings only as directed by the City Manager? Measure Ordinance Publication Shall the YES voters of the City of Petaluma amend Charter Section 45 to allow, at the direction of the City Council, the NO publication of a synopsis of ordinance introduced by less than a unanimous vote (rather than publication of the entire ordinance as currently required) with an indication that the entire text of the ordinance is available for review at the City Clerk's office? Measure Bidding Requirements -Shall the 1'ES voters of the City of Petaluma amend Charter Section 68 to establish that the all contracts or purchases for work or NO materials above the cost of $15,000, (and as adjusted in the future according to the Consumer Price Index), be subject to a bidding process pursuant to procedures established by ordinance adopted by the City Council rather than the current threshold of $3,000? 3 k~:5. The City Council authorizes the following named members of the City Council to file written arguments regarding the City measure as specified in accordance with Article IV, Chapter 3, Division 5 of the Election Code of the State of California. Councilmember Carole Barlas (Ford Councilmember Jane Hamilton (For) Councilmember E. Ross Parkerson (For) 2. The following appropriate heading shall precede each of the argument's wording but shall not be counted in the 300 word maximum: "Argument in support of Measure " 3. Said arguments are due in the Office of the City Clerk prior to 5:00 p. m. on Monday, August 22, 1994. Under the power and authority conferred upon this Council by the Charter of said City.
