APPROVING THE PURCHASE OF PLAYGROUND REPLACEMENT EQUIPMENT FOR
GRANT PARK WHEREAS, to meet accessibility needs and to provide safe park equipment for the public' s use, the City has maintained a consistent effort to conduct replace outdated playground equipment as funds are available; and WHEREAS, the FY 20/21Capital Improvement Program budget includes the Playground Replacement
Project (CIP Project C00400205) with an approved project budget of $90,000; and WHEREAS, the National Purchasing Partners Program provides an advantage by creating an opportunity to access competitively awarded nationally leveraged cooperative purchasing contracts in accordance with Petaluma Municipal Code Section 4.01.100 and 2 Code of Federal Regulations Part 200 (Uniform Guidance for Federal
Awards),; and WHEREAS, playground equipment at Grant Park is in need of refurbishment and the structure is identified as the City's next highest priority for playground replacement; and
WHEREAS, Landscape Structures Inc. is the manufacturer of PlayBooster playground equipment which uniquely matches the City's needs for age-appropriate play equipment and variety of features and are a unique set of play equipment with components and features not available on other play systems; and
WHEREAS, the design created by Landscape Structures Inc. is in accordance of the City’s comprehensive
public survey including a playground designed for the 5 – 12 year old range which integrates nature-inspired themes; and WHEREAS, Landscape Structures Inc. PlayBooster equipment consists of freestanding play climbers,
sensory play, decks, slides, and enclosures designed for five to twelve year old’s; and
WHEREAS, Landscape Structures Inc., Play Booster equipment, including the Oodle swing, nature-inspired rock wall and climbers, steps, and a tunnel and other unique and independent features that integrate universal design elements; and
WHEREAS, the entire play structure integrates a universal design which integrates inclusive components rather than just accessible play features into each design and is unique to Landscape Structures Inc; and WHEREAS, Landscape Structures Inc. equipment is consistent with other recently replaced playground
components and will provide continuity with both replacement parts and in the implementation of a standardized
maintenance schedule; and WHEREAS, Ross Recreation Equipment is the exclusive local distributor of Landscape Structures Inc. playground equipment; and
WHEREAS, this purchase is in compliance with Petaluma Municipal Code chapter 4.04; and

WHEREAS, the project is categorically exempt under California Environmental Quality Act (“CEQA”)
Guidelines, sections 15301 (Existing Facilities) and 15303 (New Construction) as the project consists of a minor alteration and replacement of playground equipment to already existing facilities with negligible or no expansion of use beyond what currently exists and there are no cumulative impacts, unusual circumstances or other factors that would make the exemption inapplicable pursuant to CEQA Guidelines section 15300.2. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma as follows;
1. The above recitals are hereby declared to be true and correct and are incorporated into this resolution as
findings of the City Council. 2. Finds the project is categorically exempt under California Environmental Quality Act (“CEQA”) Guidelines, sections 15301 (Existing Facilities) and 15303 (New Construction) as the project consists of a minor alteration
and replacement of playground equipment to already existing facilities with negligible or no expansion of use
beyond what currently exists. And there are no cumulative impacts, unusual circumstances or other factors that would make the exemption inapplicable pursuant to CEQA Guidelines section 15300.2. 3. Authorizes the City Manager to execute all related documents to purchase and install one PlayBooser 5- 12
play structure and surfacing for the Grant Park playground, for an estimated total amount not to exceed
$90,000. Under the power and authority conferred upon this Council by the Charter of said City. REFERENCE: I hereby certify the foregoing Resolution was introduced and adopted by the Council of the City of Petaluma at a Regular meeting on the 20th day of June 2022, by the following vote:
