RESOLUTION RE-DESIGNATING THE
SONOMA COUNTY TRANSPORTATION AUTHORITY
AS THE SONOMA COUNTY PROGRAM MANAGER
OF THE AB 434 MOTOR VEHICLE REGISTRATION FEE FUND,
NAMED THE TRANSPORTATION FUND FOR CLEAN AIR (TFCA)
WHEREAS, the California State Legislature passed Assembly Bill 434 in 1992 allowing
the Bay Area Quality Management District (BAAQMD) to impose a surcharge fee on motor
vehicles registered within the air district in order to fund efficient transportation programs and
projects that achieve emission reductions from motor vehicles, pursuant to the California Clean
Air Act of 1988 and the Bay Area 1991 Clean Air Plan; and,
WHEREAS, consistent with State legislation the Transportation Fund for Clean Air
program was created that calls for a county program manager to be designated by resolutions
adopted by the county board of supervisors and the city councils of a majority of the cities
representing a majority of the population in the incorporated areas of Sonoma County that are
within the Bay Area Quality Management District; and,
WHEREAS, the Sonoma County Transportation Authority (SCTA) is the countywide
agency responsible for transportation planning and programming in Sonoma County and has
served as the program manager since 1992; and,
WHEREAS, the SCTA has developed a programming process for the Transportation
Fund for Clean Air program that meets the needs of on-going programs and addresses the need
for a competitive component that will ensure all funds available in a fiscal year can be
programmed; and,
WHEREAS, to insure the continuation of existing ongoing programs, the SCTA shall
continue to allocate TFCA funds to the County of Sonoma and the City of Santa Rosa on a
population basis; and,

WHEREAS, remaining TFCA funds shall be made available to other eligible
jurisdictions on a competitive basis. Should the other eligible jurisdictions not use all of the
funds available in a fiscal year, agencies within the City of Santa Rosa and Sonoma County will
be eligible to apply for the funds.
NOW, THEREFORE, BE IT RESOLVED that the City of Petaluma does hereby re-
designate the Sonoma County Transportation Authority (SCTA) as the county program manager
for administering Sonoma County's Transportation Fund for Clean Air program in accordance
with State law.
BE IT FURTHER RESOLVED that the Sonoma County Transportation Authority
(SCTA) shall establish a formula for the expenditure of TFCA funds in an annual resolution and
that resolution shall allocate TFCA funds to the. County of Sonoma and the City of Santa Rosa
based on population and the remaining TFCA funds shall be made available on a competitive
basis to the other eligible jurisdictions.
BE IT FURTHER RESOLVED that should the competitive funds go un-programmed
to the other eligible jurisdictions in a given fiscal year, they will be available for programming to
eligible projects nominated by agencies within the County of Sonoma and the City of Santa
Rosa.
