HomeMy WebLinkAboutResolution 94-221 08/08/1994 ti' lies®luti®n N®. 94-221 N ~.5. • of the City of Petaluma, California 1 RESOLiJTION 2 REFERRING THE MEASURES PLACED ON TILE NOVEMBER 8, 1994, 3 BALLOT TO STAFF 4 FOR REPORTS ON FISCAL IMPACTS OF THE MEASURES 5 WHEREAS, The Petaluma City Council has determined pursuant to Resolutions 94-216 6 NCS, 94-217 NCS, and 94-218 NCS that the following measures shall be 7 referred to the voters of the City at the November 8, 1994, election; and, s WHEREAS, The outcome of the votes on said measures, if adopted, may have significant 9 fiscal impacts on the City of Petaluma; and, io WHEREAS, The City Council desires to refer the following proposed measures to any City 11 staff for report on its fiscal impact: Measure Fulcrum Ca~tal/Greene yES .Initiative Shall the voters of the City of Petaluma adopt an ordinance (1) limiting the use of transportation funds collected by the City from NO existing development to improving existing transportation ,system and (2) requiring two-thirds of the persons owning real property in the proposed assessment district to approve the formation of such a district to fund the transportation project? ADVISORY VOTE ONLY YES Measure Newcome Initiative Should the Petaluma City Council expend City funds (including those controlled by the Redevelopment NO Agency) for improvements to Washington Street, which ensure Washington Street's ability to adequately accommodate its present and future traffic, before such funds are appropriated, allocated and expended for construction or improvement of any other street or traffic improvements relating to east/west traffic and before designating projects to Caltrans? ars. Na..._...94.-2.2.1... rv.cs. 1 1 Measure Compensation - Shall the voters of the City of Petaluma amend Charter Section 19 to read "The Council may act, yES by ordinance, to provide compensation to each of its members in an amount authorized by state law [which currently would allow up to $400 a NO o month]. The Council may act, by ordinance, to provide compensation to the Mayor in an amount up to 150 percent of the compensation set for Council members. " Measure City Attorney -Shall the yES voters of the City of Petaluma amend Charter Section 26 (which currently requires the City NO Attorney to attend all Council meetings) to require the City Attorney to attend Council meetings only as directed by the City Manager? 2 Measure Ordinance Publication yES Shall the voters of the City of Petaluma amend Charter Section 45 to allow, at the direction of the City Council, the publication of a synopsis of NO ordinance introduced by less than a unanimous vote (rather than publication of the entire ordinance as currently required) with an indication that the entire text of the ordinance is available for review at the City Clerk's office? Measure Bidding Requirements - yES Shall the voters of the City of Petaluma amend Charter Section 68 to establish that the all contracts or purchases for work or materials above NO the cost of $15,000, (and as adjusted in the future according to the Consumer Price Index), be subject to a bidding process pursuant to procedures established by ordinance adopted by the City Council rather than the current threshold of $3,000? Reso. 94-221 NCS 2 1 2 NOW, THEREFORE, BE IT RESOLVED, ORDERED AND DECLARED AS FOLLOWS: 3 Within 24 days of the date of this resolution, (September 1, 1994) staff shall submit 4 reports on each measure, which are no longer than 500 words each, outlining the fiscal 5 effect of the individual proposed measures. Under the powez and authority conferred upon this Council by the Charter of said City.
