RESOLUTION
CALLING AND GIVING NOTICE OF A SPECIAL MUNICIPAL
ELECTION TO BE IIELD ON TUESDAY, NOVEMBER 8, 1994,
FOR SUBMISSION TO TIIE VOTERS OF A CHARTER AMENDMENTS RELATING TO
COMPENSATION. CITY ATTORNEY. ORDINANCES AND BIDDING REQUIREMENTS
WHEREAS, on July 18, 1994, the City Council directed that amendments to the Petaluma Charter
be submitted to the voters at the November 8, 1994, election:
NOW, THEREFORE, BE IT RESOLVED, ORDERED, AND DECLARED AS FOLLOWS:
1. Pursuant to the requirements of the State of California and the Petaluma City Charter,
there is called and ordered to be held in the City of Petaluma, California, on Tuesday,
November 8, 1994, a special municipal election for the purpose of submitting the
following Charter amendments to the voters of the City of Petaluma:
Measure Compensation -
Shall the voters of the City of Petaluma amend Charter I,~
Section 19 to read "The Council may act, by ordinance, to
provide compensation to each of its members in an
amount authorized by state law [which currently would NO
allow up to $400 a month]. The Council may act, by
ordinance, to provide compensation to the Mayor in an
amount up to 150 percent of the compensation set for
Council members. "

Attorney -Shall the voters of NO
the City of Petaluma amend Charter Section 26 (which
currently requires the City Attorney to attend all Council
meetings) to require the City Attorney to attend Council
meetings only as directed by the City Manager?
Measure Ordinance Publication Shall the YES
voters of the City of Petaluma amend Charter Section 45
to allow, at the direction of the City Council, the NO
publication of a synopsis of ordinance introduced by less
than a unanimous vote .(rather than publication of the
entire ordinance as currently required) with an indication
that the entire text of the ordinance is available for review
at the City Clerk's office?

Measure Bidding Requirements -Shall the
voters of the City of Petaluma amend Charter Section 68 NO
to establish that the all contracts or purchases for work or
materials above the cost of $15,000, (and as adjusted in
the future according to the Consumer Price Index), be
subject to a bidding process pursuant to procedures
established by ordinance adopted by the City Council
rather than the current threshold of $3,000?
2. The ballots to be used at the election shall be in the form and content as required by
law; and,
3. The City Clerk is authorized, instructed and directed to procure and furnish any and all
official ballots, notices, printed matter and all supplies, equipment and paraphernalia
that may be necessary in order to property and lawfully conduct'the election; and,
4. The polls for the election shall be open at seven o'clock a.m. of the day of the election
and shall remain open continuously from that time until eight. o'clock p.m. of the same
day when the polls shall be closed, except as provided in Section 14301 of the Elections
Code of the State of California; and,
5. That in all particulars not recited in this resolution, the election shall be held and
conducted as provided by law for holding municipal elections; and,
6. That the notice of the time and place of holding the election is given and the City Clerk
is authorized instructed and directed to give further or additional notice of the election,
in time, form and manner as required by law.
Under the power and authority conferred upon this Council by the Charter of said City.
