1 RESOLUTION AMENDING THE CLASSIFICATION PLAN
2 TO DELETE THE INFORMATION SYST-EMS ADMINISTRATOR CLASSIFICATION
3 AND ESTABLISH A NEW POSITION CLASSIFICATION

5 DESIGNATED TO UNIT 8, (MANAGEMENT)

8 BE IT RESOLVED that the Classification Plan and
9 Compensation Plan, as originally adopted pursuant to Resolution
10 No. 90-209 N.C.S., and the classification titles and
11 specifications as adopted by Resolution No. 90-147 N.C.S., are
12 hereby amended by establishing a classification of Information
13 Services Director, (as attached hereto and marked Exhibit "A" and
14 made a part hereof).

16 BE IT FURTHER RESOLVED that this action is taken
17 pursuant to Personnel Code 2.04.020 and Personnel Rules and
18 Regulations (Rule IV, Section 5) for classifications included in
19 the Competitive Service of the Personnel System, that the notice
20 of this action has been properly posted and that the City Manager
21 recommends this action.

23 NOW THEREFORE, BE IT RESOLVED that the Resolution No.
24 90-147 N.C.S., as amended, is hereby amended to include
25 establishment of the classification of Information Services
26 Director and assigning this classification to Unit 8
27 (Management), effective September 26, 1994, at a salary range of
28 $4,831 - $5,873 per month.

1 INFORMATION SERVICES DIRECTOR

3 DEFINITION
4 Under admin-istrative direction plans, organizes and coordinates
5 the activities of workers who provide problem solving support to
6 computer users; directs and coordinates activities of personnel
7 engaged in purchasing and distributing materials, equipment, and
8 supplies by acting as City Purchasing Officer; and manages and
9 directs the mail distribution and duplication services for the
10 City by performing the following duties.

12 EXAMPLE OF ESSENTIAL DUTIES AND RESPONSIBILITIES include the
13 following. Other duties may be assigned.

15 Manages the City data information systems and telecommunication
16 systems; directs and participates in the development of goals,
17 objectives, policies and priorities; prepares and develops the
18 departmental annual budget; in confers with staff, vendor
19 representatives, and users regarding application and equipment;
20 determines goals, objectives, and priorities for new or modified
21 software and hardware; coordinates installation of hardware and
22 software, and implementation of procedure changes; assists
23 Departments in solving non routine software, hardware, and
24 procedure problems. prepares policies and conducts City
25 purchasing activity in accordance with City Codes; analyzes
26 market and delivery conditions to determine present and future
27 availability of supplies and equipment by meeting with staff and
28 vendors; reviews pre-bid specifications, bid results, purchase
29 orders and contracts for conformance to City Codes and
30 specifications; and arranges for disposal of surplus materials.
31 Manages the City's mail and internal printing systems; determines
32 methods of processing outgoing mail; reviews reproduction
33 equipment to ensure cost effective duplicating procedures and
34 determines whether new or improved office machinery is necessary.

36 SUPERVISION
37 Directly supervises employees in the Information Services,
38 Central Supplies and Mail Distributing System. Carries out
39 supervisory responsibilities in accordance with the
40 organi.zation's policies and applicable laws. Responsibilities
41 include interviewing, recommending for hire, and training
42 employees; planning, assigning, and directing work; appraising
43 performance; rewarding and disciplining employees; addressing
44 complaints and resolving problems.

46 EDUCATION
47 Bachelor's degree (B. A.) from four-year college or university
48 with major course work in computer science, business
49 administration or public administration and five years related
50 experience and/or training, including two years of supervisory
51 experience in data processing; or the equivalent combination of
52 education and experience.

1 LANGUAGE ABILITIES
2 Ability to read, analyze, and interpret general business
3 periodicals, professional journals, technical procedures, or
4 governmental regulations. Ability to write reports, business
5 correspondence, and procedure manuals. Ability to effectively
6 present information and respond to questions from the City
7 Council, staff, clients, customers, and the general public.

9 MATHEMATICAL BRILLS
10 Ability to work with mathematical concepts such as probability
11 and statistical inference, and fundamentals of plane and solid
12 geometry. Ability to apply concepts such as fractions,
13 percentages, ratios, and proportions to practical situations.

15 READING ABILITY
16 Ability to solve practical problems and deal with a variety of
17 concrete variables in situations where only limited
18 standardization exists...Ability to interpret a variety of
19 instructions furnished in written „ oral, diagram, or schedule
20 f orm .

22 REQUIRED LICENSE .
23 A valid California Drivers License is required.

25 PHYSICAL DEMANDS
26 While performing the duties of this job, the employee is
27 frequently .required to sit; use hands to finger, handle, or feel
28 objects, tools, or controls.; and talk or hear. The employee is
29 occasionally required to stand, walk, reach with hands and arms,
30 and climb or balance.

32 The employee must occasionally lift and/or move up to 50 pounds.
