2 RESOLUTION AMENDING THE CLASSIFICATION PLAN
3 TO ESTABLISH A NEW POSITION CLASSIFICATION

8 BE IT RESOLVED that the Classification Plan and
9 Compensation Plan, as originally adopted pursuant to Resolution
10 No. 90-209 N.C.S., and the classification titles and
11 specifications as adopted by Resolution No. 90-147 N.C.S., are
12 hereby amended by establishing a classification of Housing
13 Director, ( as attached hereto and marked Exhibit "A" and made a
14 part hereof) .

16 BE IT FURTHER RESOLVED that this action is taken
17 pursuant to Personnel Code 2.04.020 and Personnel Rules and
18 Regulations (Rule IV, Section 5) for classifications included in
19 the Competitive Service of the Personnel System, that the notice
20 of this action has been properly posted and that the City Manager
21 recommends this action.

23 NOW THEREFORE, BE IT RESOLVED that the Resolution No.
24 90-147 N.C.S., as amended, is hereby amended to include
25 establishment of the classification of Housing Administrator and
26 assigning this classification to Unit 9 (Mid-Management),
27 effective September 26, 1994, at a salary range of $4,160 -
28 $5,056 per month.
Under the power and authority conferred upon this Council by the Charter of said City.

HOUSING ADMINISTRATOR
SUYdMARY: Administers, coordinates, and reviews the two major
program areas in the City's comprehensive housing program; and
provides highly technical staff assistance.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
Other duties may be assigned.
Housing Opportunity:
Coordinate City efforts with housing development companies to
implement affordable housing projects; assist in the development
of plans and specifications for contract documents; negotiate and
monitor contracts; develop RFP's and evaluate proposals relating
to affordable housing; assist in creating new housing programs
and projects; monitor and retain certification of the Housing
Element; and complete the annual Redevelopment Agency reports as
required.
Block Grants-
Manage the City's Community Development Block Grant Program. and
other HUD Grants and, Programs; prepare grant applications and
program reports; provide technical assistance to City staff and
community based subrecipient agencies; supervise the City's
Comprehensive Housing Affordability Strategy and annual Final
Statement.
Act as liaison with the .HUD Offices and other CDBG Agencies and
other City, County, State, and Federal Agencies.
SUPERVISORY RESPONSIBILITIES.:
Indirectly supervises support personnel. Carries out supervisory
responsibilities in accordance with the~organization's~policies
and applicable laws. Responsibilities may include interviewing,
recommending for hire, and training employees; planning,
assigning, and directing work; appraising performance; rewarding
and disciplining employees; addressing complaints and resolving
problems.
QUALIFICATION REQUIREMENTS:
To perform this job successfully, an individual must be able to
perform each essential duty satisfactorily.. The requirements

EDUCATION AND/OR EXPERIENCE:
Fifth year college or university program certificate; four years
related experience and/or training; or equivalent combination of
education and experience.

LANGUAGE SKILLS:
Ability to read, analyze, and interpret general business
periodicals, professional journals, technical procedures, or
governmental regulations_ Ability to write reports, business
correspondence, and procedure manuals. Ability to effectively
present information and respond to questions from groups of
managers, clients and/or subgrantees, customers, and the general
public.
.REASONING ABILITY:
Ability to define problems, collect data, establish facts, and
draw valid conclusions. Ability to interpret an extensive variety
of technical instructions in mathematical or diagram form and
deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS:
Possession of or ability to obtain an appropriate California
driver's license.
OTHER. SKILLS and ABILITIES:
Knowledge of State, Federal, and Local laws and ordinances
relating to the assigned program areas; principles and practices
of public administration, including budgeting and program
management; research. and financial analysis techniques;
negotiating techniques; development and presentation of service
level options; basic construction methods and terminology and
construction financing techniques
