Resolution No. 2022-141 N.C.S.
of the City of Petaluma, California
AUTHORIZING PARTICIPATION IN THE MTC INSTITUTIONAL
TRANSIT PASS PILOT PROGRAM
WHEREAS,the City of Petaluma desires to enable greater access to active transportation for the community
and"encourage transit use through expanded service,pass programs,partnerships, and promotion" as outlined in
the FY21-23 City Goals; and
WHEREAS, the Metropolitan Transportation Commission (MTC) seeks to create an Institutional Transit
Pass Pilot Program as identified through the 2021 Policy Vision Statement of the Bay Area Fare Integration Task
Force; and
WHEREAS,the Institutional Transit Pass Pilot Program will have two first phases; and
WHEREAS, the first phase of the program addresses educational intuitional and affordable housing
properties; and
WHEREAS,the second phase of the program addresses employers in transit-rich locations; and
WHEREAS,the Institutional Transit Pass Pilot Program will include Petaluma Transit and allow participants
in the program to be able to ride Petaluma Transit and other participating transit agencies throughout the region
with the Clipper system; and
WHEREAS,the MTC has required interested transit agencies throughout the region to state their interest in
participating in the Institutional Transit Pass Pilot Program; and
WHEREAS, the proposed action is exempt from the requirements of the California Environmental Quality
Act(CEQA) in accordance with CEQA Guidelines Section 15378, in that the Institutional Pass Program does not
meet CEQA's definition of a"project,"because the action does not have the potential for resulting either a direct
physical change in the environment or a reasonably foreseeable indirect physical change in the environment as
this is just a pilot program; and
WHEREAS, if the proposed action was a "project"it would be exempt under the common-sense exemption,
CEQA Guidelines Section 15061(b)(3) because it can be seen with certainty that there is no possibility that the
proposed action could have a significant impact on the environment as the goal of this program is to encourage
bus users rather than the use of automobiles; and
WHEREAS,the City of Petaluma/Petaluma Transit wishes to participate in the Institutional Transit Pass Pilot
Program.
NOW, THEREFORE, BE IT RESOLVED,by the City Council of the City of Petaluma as follows:
1. Finds that the above recitals are true and correct and are incorporated herein as findings of this Resolution.
2. Finds that the proposed action is exempt from the requirements of the California Environmental Quality Act
(CEQA) in accordance with CEQA Guidelines Section 15378, in that the Institutional Pass Program does not
meet CEQA's definition of a "project," because the action does not have the potential for resulting either a
direct physical change in the environment or a reasonably foreseeable indirect physical change in the

environment as this is just a pilot program. Relatedly,the proposed action is exempt under the common-sense
exemption, CEQA Guidelines Section 15061(b)(3) because it can be seen with certainty that there is no

3. Authorizes the City of Petaluma to formally request to participate in the MTC Institutional Transit Pass Pilot
Program.
2. Directs and designates the City Manager, or designee, to be authorized to submit and execute all required
agreements and amendments related to the Institutional Transit Pass Pilot Program.
Under the power and authority conferred upon this Council by the Charter of said City.
