Resolution No. 2022-142 N.C.S.
of the City of Petaluma, California
AUTHORIZING EXECUTION OF AMENDMENT NO. 3 TO THE
CLIPPER MEMORANDUM OF UNDERSTANDING
WHEREAS, the City of Petaluma desires to enable greater access to active transportation for the most
vulnerable members of the community and "encourage transit use through expanded service, pass programs,
partnerships, and promotion" as outlined in the FY21-23 City Goals.; and
WHEREAS, the City of Petaluma participates in the Regional Transit Card (RTC) Discount Program that
provides discounted transit fares to people with disability, traveling with an attendant, and those with certain
veteran status to be able to ride transit throughout the region at a discounted rate; and
WHEREAS, the RTC pass program is currently administered on a regional basis by AC Transit per a
Memorandum of Understanding (MOU) with several bay area transit agencies including Petaluma Transit; and
WHEREAS, the Metropolitan Transportation Commission (MTC) manages the regional Clipper fare
collection program; and
WHEREAS,per mutual agreement of all parties involved in the existing RTC agreement, MTC seeks to take
over administration of the RTC pass program from RTC in order to better integrate it with the Clipper pass
program with the Clipper Executive Board(CEB) receiving policy-making authority related to administration of
the program; and
WHEREAS,an additional amendment to the regional Clipper MOU is required in order to allow for the shift
in the administration of the program from AC Transit to MTC and the CEB; and
WHEREAS,Amendment No. 3 constitutes such a shift in responsibility of administration of the program to
MTC; and
WHEREAS, the proposed action is exempt from the requirements of the California Environmental Quality
Act(CEQA) in accordance with CEQA Guidelines Section 15378, in that the amendment does not meet CEQA's
definition of a"project"because this does not have the potential for resulting in either a direct physical chance in
the environment or a foreseeable indirect change; and
WHEREAS, the shift in the administration of the RTC program will not have any negative cost or
programmatic impacts on the RTC pass program for the City of Petaluma/Petaluma Transit.
NOW, THEREFORE,BE IT RESOLVED,by the City Council of the City of Petaluma as follows:
1. Finds that the above recitals are true and correct and are hereby incorporated as findings of this resolution.
2. Finds that the proposed action is exempt from the requirements of the California Environmental Quality Act
(CEQA) in accordance with CEQA Guidelines Section 15378, in that the usage of the SGR funds for Repair
and rehabilitation does not meet CEQA's definition of a"project"because this amendment does not have the
potential for resulting in either a direct physical chance in the environment or a foreseeable indirect change.
3. Authorizes the City of Petaluma to execute Amendment No. 3 to the Clipper MOU.

4. Directs and designates the City Manager, or designee, to be authorized to submit and execute all required
documents for this and all subsequent amendments related to the administration of the RTC pass program.
Under the power and authority conferred upon this Council by the Charter of said City.
