Resolution No. 2022-169 N.C.S.
of the City of Petaluma, California
AUTHORIZING THE AWARD OF A PROFESSIONAL SERVICES AGREEMENT FOR THE
CITY-WIDE ENERGY EFFICIENCY AUDIT TO SYSERCO ENERGY SOLUTIONS, INC.
WHEREAS, City staff has prepared a Request for Proposal (RFP) for consulting and design services for the
City-Wide Facilities Audit and Energy Program Project("Project"); and
WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public
Contract Code Section 20162, and other applicable laws, City staff solicited proposals for the Project; and
WHEREAS,the Project was advertised, four(4)proposals were received and evaluated by staff, and the two
qualified firms were interviewed; and
WHEREAS, the most qualified firm meeting the requirements of the scope of work was Syserco Energy
Solutions, Inc.; and
WHEREAS, staff and Syserco Energy Solutions, Inc. developed and documented the Project scope of work
within the Project funding amount; and
WHEREAS, the Project is exempt from the requirements of the California Environmental Quality Act
(CEQA) Guidelines Section 15378, in that auditing facilities for deficiencies does not meet CEQA's definition
of a "project", due to the action is an administrative activity that has no potential resulting in a physical change
in the environment as the resolution creates a listing of applicable measures to be designed and implemented in a
separate process; and
WHEREAS, the funding offset will include the adopted FY 22/23 CIP budget and American Rescue Plan
Act funding for Energy Efficiency Upgrades to complete the project as bid.
NOW, THEREFORE,BE IT RESOLVED that the City Council of the City of Petaluma hereby:
1. Declares that the above recitals are to be true and correct and are incorporated into this resolution as findings
of the City Council.
2. Finds that this resolution does not constitute a"project"within the meaning of Section 15378 of the California
Environmental Quality Act (CEQA) Guidelines, because it is an administrative activity that has no potential
for resulting in a physical change in the environment as the resolution creates a listing of applicable measures
to be designed and implemented in a separate process. Furthermore, any potential work that may come from
this contract will have its own CEQA analysis, which will likely be exempt pursuant to CEQA Guidelines
Section 15301 (Existing Facilities).
3. Authorizes the City Manager, or her designee, to execute any necessary agreements and documents to
implement this project.
