HomeMy WebLinkAboutResolution 2007-039 N.C.S. 03/05/2007 Resolution No. 2007-039 N.C.S. of the City of Petaluma, California A RESOLU'T'ION OF THE CITY COUNCIL OF THE CITY OF PETALUMA IDENTIFYING THE CITY OF PETALUMA'S RECOMMENDED STRATEGIC PRIORITIES FOR THE SONOMA COUNTY WATER AGENCY WHEREAS, the Sonoma County Water Agency faces many diverse challenges in providing a broad array of services to Sonoma and Marin counties, including water supply, wastewater treatment, and flood control; and, WHEREAS, in order to better allocate its resources towards high-priority goals, the Agency has identified what it believes are the top strategic challenges and priorities that the Agency must address to effectively meet its mission;. and, WHEREAS, the Agency has prepared its draft "Sonoma County Water Agency Strategic Priorities" and requested input from its water contractors. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PETALUMA AS FOLLOWS: 1. The above recitals are true and correct and hereby declared to be findings of the City Council of the City of Petaluma. 2. The City Council recommends the Sonoma County Water Agency prioritize their efforts as follows: a. Fulfill contractual obligations. b. Protect water quality. c. Improve the reliability of the water transmission system. d. Obtain multi-year programmatic permit for stream maintenance. e. Address impacts on salmonid species. £ Protect existing ratepayers. This means new development should pay its way for new and/or additional capacity and infrastructure (new priority). 3. The City Council recommends the Sonoma County Water Agency expand its strategic priorities as follows: a. Under "Protect water quality and improve the reliability of the water transmission system," add the following additional bullet: "Work with sanitation districts using the Russian River to improve waste water quality." b. Under "Lead development of regional sustainability programs and water resources partnerships," add the following item to the end of the second bullet: "...and watershed planning." Resolution No. 2007-039 N.C.S. Page 1 4. The City Council recommends the Sonoma County Water Agency add the following to the end of the "Vision Statement": "...within its purview." 5. The City Council recommends the Sonoma County Water Agency amend the "Water Policy Statement" as follows. a. Under "Leadership," revise the sentence as follows: "The Agency will work with the County of Sonoma to provide the leadership to manage water resources within the North Bay Regional to ensure policy decisions are based on the best available information." b. Under "Communication," revise the sentence as follows: "The Agency will communicate with the public and other public entities regarding its water supplies, sanitation and flood control. services to better integrate er~rland use planning decisions." c. Under "Regional Water Resources Management," revise the sentence as follows: "...water resources to incorporate environmental constraints and meet public needs." d. Under "Cost Effective Management," add the following to the end of the sentence "...by protecting existing ratepayers." e. The Water Policy Statement should affirm that each of the Contractor's ground water supplies is independent of the Sonoma County Water Agency's control. 6. This Resolution shall become effective immediately. All portions of this Resolution are severable. Should any individual component of this Resolution be adjudged to be invalid and unenforceable by a body of competent jurisdiction, then the remaining Resolution portions shall be and continue in full force and effect, except as to those Resolution portions that have been adjudged invalid. The City Council of the City of Petaluma hereby declares that it would have adopted this Resolution and each section, subsection, clause, sentence, phrase and other portion hereof, irrespective. of the fact that one or more section subsection, clause sentence, phrase or other portion may be held invalid or unconstitutional. Under the power and authority conferred upon this Council by the Charter of said City.
