6. After reviewing development applications,
the Citizen Committee has .recom mended that
the` minimum. number of points be lowered to,
'perml't a gr °eater nu"mber' of units to be con-

7. Review of development applications by the
• City Council shows that, AS, 'a whole, the
developments proposed pursuant to the Plan
for the 1978 - 79 Contructi.on 'Year indicate
a significantly greater quality of design
and amenities than were•ap.parent in previous
year`s

BE I,T FURTHER RESOLVED that bas,ed on the foregoing
findings;
1. Section •VII -B of the 1978-79 Interim
• Resident , a l. ,Development Corntrol System
is hereby amended to require _a ;minimum
of 85 points under Section V -B in order
to obtain a residential ,a`llotment.
2. Any development proposals which qualified
for allotments prior to said amendment
shall' be and they hereby are awarded..
