PROGRAM ADMINISTRATOR
DEFINITION
Under general direction, to assist in performing a wide variety of administra-
tive duties and coordination associated with the City's transit system, grants,
redevelopment; revitalization and housing programs and projects; and to do re-
lated work as required.
EXAMPLE OF DUTIES-
Assists the Director as administrator of housing and rehabilitation loan coun-
seling and processing, redevelopment, revitalization, transit system and
certain grants. Implements policies and agreements Directs relocation
activities. Assists in preparation, coordination and administration of grants
and alternative funding sources involving residential, commercial and industrial
revitalization. Maintains liaison with and responds to inquiries by other de-
partments, agencies and the public. Prepares correspondence and makes analytical
studies and reports with evaluations and recommendations. Oversees department
budgeting, purchasing, supervises and trains employees and evaluates their
work. Assists in preparation of department's annual budget, program of service,
annual report, agenda items and other reports = . Attends City Council, Commission
or meetings of other groups on administrative matters on behalf of the Director.
EMPLOYMENT STANDARDS
Education and Experience: Any combination equivalent to graduation from
college or university with a degree in public or business administration or a
related field Two years of experience in work•invoiving a variety of manage-
ment activities and operations.'
Knowledge of: The principles and practices of municipal ;government; statisti-
cal and research method`s and procedures, organization functions and activities
of City departments and services, including contract administration; govern-
mental budgeting.
Ability to: Analyze administrative problems and methods, budgetary requests
and a variety of systems or operational procedures, prepare, present and
interpret factual data and conclusions in written, graphic and verbal form and
make recommendations, establish and maintain effective working relationships
with others.

DEVELOPMENT PLANNER
DEFINTION
Under general direction to assis and directing the administrative
and technical phases of City planning and community development; to conduct or
supervise long -range .planning projects residential development control system,
housing, revitalization, :redevelopment, economic deve lopment and planning grant
programs; and to do related work as required.
EXAMPLES OF DUTIES
Assists the Director .ii organizing and, directing the planning and com-
munity development work activities of the department Performs delegated admin-
istrative functions within departmental .policy. May supervise and coordinate
advance planning activities Plans and conducts assigned long-range planning
projects. Performs special studies as assigned Engages in research on plan-
ning problems including population estimates, economic growth, land use, zoning
and social statistics. Evaluates development plans for conformity with estab-
lished policy and the.general plan. Analyzes,data•on land.use• and development
and develops recommendations for action. Prepares or supervises .. the preparation
of graphs, charts and other materials for presentation-. Assists in supervising .
and training employees and evaluates their work. Prepares reports, designs,
plans, studies and correspondence Attends City:. Council, Commission or meetings
of other groups on planning matters on . ,behalf of. the Director. Provides planning,
housing, revitalization, economic other information to residential, business
and property owners, subdividers, builders, other City departments and public
agencies and the public; when assigned, acts as Planning Director in his /her
absence.
EMPLOYMENT STANDARDS
Education and Experience: Any combination equivalent .to.graduation from college
with a degree in planning, architecture, engineering or a related field and three
years of progressively responsible experience in public planning, including one
year in a supervisory or administrative capacity.
Knowledge of: Community planning _ techn- iques and disciplines; socio-economic
factors affecting community. _. housing and revitalization; Federal, State
and local. planning, laws and programs.
Ability to Collect and analyze data and facts; prepare,.present . and.interpret
factual data, make conclusions and recommendations and to communicate in written, .
graphic or'oral form with others, effectively lay out and direct the work of pro-
fessional planners, and other technical.and specialized personnel.; establish and
maintain, effective working relationships with others.

BUILDING INSPECTOR - REHABILITATION REPRESENTATIVE
, DEFINITION
Under general supervision, to inspect, building .construction for compliance
with building codes and related codes and or-dinance's, to advise and assist
with the City's revitalization and redevelopment programs; and to do related
work as required.
EXAMPLES OF DUTIES 0
Makes field inspections of building. plumbing, electrical, me-
chanical and other installations in residential and commercial structures to
insure compliance with State and City codes, laws ordinances:and.regulations.
Investigates violations of zoning laws Checks to see that buildings and
structures are constructed safely and in accordance. with approved plans and
specifications. Checks quality.. of materials and methods of construction.
Makes inspections of existing buildings for conditions, structural
failures or need for maintenance or. repair. Gives information to builders
and others regarding building regulations Checks plans and specifications
for compliance with State law and as adopted by the City, in-
cluding legal restrictions relating to zoning. Issues building permits and
other construction and alteration. permits, and approves inspection
certificate. Reviews property before, during.and after remodeling, redesign,
rehabilitation and revitalization work to check for compliance with plans,
estimates, and requirements Assists property owners with structural surveys,
procedures, plans, specifications estimates Provides , general advice
rocedures lans and. cost estimates
and suggestions to contractors or individuals involved in rehabilitation, re-
modeling, redesign and revitalization work.
EMPLOYMENT STANDARDS
Education and Experience:. Any: combination-equivalent to graduation from high
school and three years of varied experience in the building trades or building
construction as a journeyman or inspector.
Knowledge of: Building construction methods..and.;materials; building code and
state and local laws related to building construction,and. revitalization, prop-
er inspection, methodsp, legal . procedures involved in enforcement lof building
codes and ordinances; rehabilitation methods of structures.
Ability to Read and interpret building plans, and specifications and to
enforce their application; prepare and make clear written, and• verbal reports
and communications; work effectively, with, and secure:the cooperation of,
persons connected with the building industry and in. the rehabilitation, re-
vitalizaiion redesign, and remodeling of structures.
