Resolution No. 2023-003 N.C.S.
of the City of Petaluma, California
APPOINTING COUNCILMEMBER JANICE CADER-THOMPSON VICE MAYOR FOR 2023
WHEREAS, the City Council Rules, Policies, and Procedures, Section V.B., provides that the Vice Mayor
shall be selected at the first meeting in January and serve for a one-year term; and
WHEREAS, the selection is based on seniority, and no Council Member is to serve a second term as Vice
Mayor until all other Council members have had an opportunity to serve as Vice Mayor; and
WHEREAS, all returning Council Members have already had an opportunity to serve as Vice Mayor; and
WHEREAS, in the case of newly seated Councilmembers, their seniority shall be established by the number
of votes received at the time of their election; and
WHEREAS, Councilmember Janice Cader-Thompson received the greatest number of votes of newly-seated
Councilmembers in the November 2022 Election; and
WHEREAS, the proposed action is exempt from the requirements of the California Environmental Quality
Act (CEQA) in accordance with CEQA Guidelines Section 15378(b)(2), in that adopting the regular meeting
schedule does not meet CEQA's definition of a "project," because the action does not have the potential for
resulting in either a direct physical change in the environment or a reasonably foreseeable indirect physical change
in the environment, and because this action that constitutes organizational or administrative activities of
governments that will not result in direct or indirect physical changes in the environment.
NOW, THEREFORE,BE IT RESOLVED by the City Council of the City of Petaluma as follows:
1. That the above recitals are true and correct and are incorporated into this Resolution as findings.
2. That Councilmember Janice Cader Thompson is hereby appointed to serve as Vice Mayor for the calendar year
2023.
Under the power and authority conferred upon this Council by the Charter of said City.
