HomeMy WebLinkAboutResolution 93-97 04/26/1993 ,; Resolution No. 93-97 N C.s. 1 of the City of Petaluma, California 2 3 A RESOLUTION OF THE CITY OF PETALUMA APPROVING THE AMENDED 4 PLANNED UNIT DEVELOPMENT PLAN FOR THE TWIN CREEKS 5 RESIDENTIAL PROJECT, A 44-LOT SINGLE-FAMILY PROJECT ON A 9.07 6 ACRE SITE LOCATED AT 4 AND 8 ELLIS STREET, (APN 007-22.1-19, 136-100- 7 21, 26, 29, 31, 32, 33, and a portion of 34) 8 9 WHEREAS, the project site has been was rezoned to Planned Unit District by Ordinance 10 number 1880 adopted on February 3, 1992 and Resolution 92-16, approving a Planned Unit 11 Development Plan for the Twin Creeks residential subdivision, was adopted; and 12 13 WHEREAS, by action taken on March 23, 1993, the Planning Commission considered and 14 forwarded a recommendation to the City Council to conditionally approve an amended 15 Planned Unit Development Plan for the Twin Creeks residential subdivision; and 16 17 WHEREAS, the City Council finds that the requirements of the California Environmental 18 Quality Act have been satisfied through the preparation and certification of an 19 Environmental Impact Report and a Supplemental Environmental Impact Report by 20 Resolution No's. 90-182 N.C.S. and 92-11 N.C.S. and the preparation of an Initial 21 Study/Mitigated Negative Declaration which addressed the current amendment to the 22 project, approved by Resolution No. 93-96. 23 24 NOW, THEREFORE, BE IT RESOLVED that the City Council hereby conditionally 25 approves the amended Planned Unit Development Plan as shown in the Tentative 26 Subdivision Map by TDG Consulting Civil Engineers, received in the Planning Department 27 on March 18, 1993, the preliminary Landscape Plan by David Gates and Associates 28 received on March 4, 1993, the Architectural drawings by Farrell Faber and Associates 29 received on January 28, 1993, and the written Planned Unit Development standards 30 received on April 9 1993, all on file in the City of Petaluma Planning Department, pursuant 31 to Section 19A-504 of Zoning Ordinance 1072 N.C.S., as amended based on the following 32 findings and subject to the following conditions: 33 34 Findings: 35 36 1. By providing the secondary access to Ellis Street, the Twin Creeks PUD district 37 creates a suitable relationship to adjacent thoroughfares; and traffic analysis of the 93-97 Kcs. No . .............................. N.C.S. 1 1 area has indicated that said thoroughfare is adequate to carry the additional traffic 2 generated by the development. 3 4 2. The proposed development plan as redesigned to: 5 6 reduce the number of homes parallel to the Wilmington Avenue homes; 7 increase the number of single story homes parallel to the Wilmington 8 Avenue .homes; 9 increase rear yard setbacks to these homes; and 10 providing a landscaped screen; 11 12 will present a unified and organized arrangement of buildings and service facilities 13 which are appropriate in relation to adjacent or nearby properties. 14 15 3. The natural and scenic qualities of the site are protected, through the development 16 of the single loaded street with the twenty foot buffer, the open space area between 17 the site and the Petaluma River, and the open space area at the confluence of -Lynch 18 Creek and the Petaluma River to provide adequate available public. and private 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 spaces. 4. The development of the property as proposed by the applicant, as mitigated through the adoption of a Mitigated Negative Declaration and as conditioned below will not be detrimental to the public welfare, will be in the best interest of the City, and will be in keeping with the general intent and spirt of the Zoning regulation of the City of Petaluma, with the Petaluma General Plan, by improving access to the River and providing a secondary access for the residents of Holly Lane. Conditions: 1. All aspects of the revised Planned Unit Development Plan including the Vesting Tentative Subdivision Map and Grading Plan, the landscaping plan, the architectural plans and written PUD Standards shall be subject to review and approval by the Site Plan and Architectural Review Committee (SPARC) prior to submittal of the Final Map applications. Review by SPARC shall concentrate on the following: a. simplification of house design; b. neighborhood entry treatments; c. design of the bridge; d. floor plans and elevations of homes proposed on corner lots shall be reviewed to insure an attractive streetscape; e. floor plans and elevations of homes adjacent to the. river shall be reviewed to insure orientation to the creek/river; f. addition of street trees along Ellis Street; g. consistent use of materials and details on all sides of the units; h. interface and compatibility of the Twin Creeks Landscaping plan with the mitigation plan for the Army Corps of Engineers Project; i. increasing the architectural diversity between units 2 and 4; j. avoiding dominance of any single model type; k. pedestrian circulation. 1. distribution and inclusion of a substantial portion of side-entry garages. m. addition of 3 detached garage units. 3. The written PUD Development Standards shall be revised as follows and submitted for approval by SPARC prior to approval of the Final Maps: a. Provisions which prohibit accessory structures taller than one story within the required 25' setback of those lots adjacent to homes fronting on Wilmington Drive shall be added to the written standards. b. Addition of 3 detached garage units. 4. All mitigations identified through the environmental review process as listed in Resolution 93-96 adopting the Mitigated Negative Declaration for the proposed amended Planned Unit Development Plan shall be considered conditions of project approval for the Planned Unit Development Plan. 5. If a retaining wall is necessary between the .neighborhoods it shall be constructed of masonry to avoid future maintenance problems.
